These regulatory documents define all the features of the installation of fire alarm and automatic fire extinguishing systems, which are determined depending on the type of buildings and premises, and also set standards for the arrangement, type and number of fire sensors and other engineering equipment these systems.

  • complete list of installed fire alarm equipment;
  • acts on the defects and shortcomings of the equipment, which is part of the system, revealed during the commissioning work.

All acts are signed by members of the commission, which includes representatives of the customer, general designer, general contractor, subcontractors and facility operation service.

Guidelines regulate control implementation of design solutions for the acceptance of automatic systems fire alarm system (ASP) in operation.

5.4.1. General Provisions

Acceptance of the APSS into operation should be carried out by a working by a commission appointed by order of the head of the enterprise (organof the customer (22).

The working commission includes a representative of the customer (chairman of the commission), general contractor, design, installation and commissioning organization, as well as an organization performing TO and R, representative of the State Border Service. Participation of representatives of the State Border Service in the composition state, departmental acceptance commissions areimportant. In addition to the official representative of the SBS bodies, SBS employees may be involved in the work of the commissions;influencing control during construction and further operationobject (pp. 2, 4 NPB 05) (23).

The work of the commission is carried out according to the acceptance test programniy, agreed with the territorial body of the SBS and approvedby the customer. An acceptance test program should include (24):

the main characteristics of the test object;

the purpose of the tests;

the composition of the acceptance committee;

scope of tests and inspections;

material and technical support of tests;

safety requirement;

test procedure;

criteria for evaluating test results.

The working commission should (26):

check the quality and compliance of the installation and commissioning work with the design documentation, SNiP, PUE, NPB, technical manufacturer's documentation;

carry out comprehensive tests automatic installation fire extinguishing in accordance with the acceptance test program. After conducting complex tests, an act is drawn up (attach no. 28).

If the working commission detects a discrepancy between the executed assembly and commissioning work project, regulatory requirements documentation, a protocol is drawn up indicating the identified incompletestatuses and deadlines for their elimination, as well as the organizations responsible for thiszations. A representative of the SBS body included in the commission is obliged (29):

take part in the inspection and acceptance of the assembled equipmentfire protection system, get acquainted with the certificates, technical passports and other documents certifying quality indicators of equipment, acts of testing systems and mouthnew fire protection;

inform the chairman of the working committee in writing the opinion body of the State Border Service on the implementation of the activities envisaged by the project and readiness of the installation for acceptance into operation, and if availableimperfection - to draw up and hand over a list of them.

Upon detection of violations of the requirements normative documents, of design decisions and activities, the representative of the SBS body expresses in writing to the chairman of the commission a special opinion, while the actthe acceptance committee is not signed (30).

5.4.2. Features of acceptance into operation of systems fire alarm

Documentation presented upon commissioning of systems fire alarm system must comply with Appendix 30 (35.1).

Acceptance of the automated fire alarm system into operation without a comprehensive adjustment and testing is not allowed (35.2).

Upon acceptance into operation of the installation work performed and the adjustment of the automatic control system, the working commission conducts (35.3):

checking the quality and conformity of the completed assembly-cashfinal works of the submitted documentation, PUE, flow charts and technical documentation of manufacturers;

measuring the insulation resistance of the alarm loop and electrical wiring;
