Okun - what is it?

All types of code designations used in official documents are approved by law at the federal level. Codes and their decodents are given in specialized classifiers. One of them until 2017 was Okun - a classifier, which leads the systematic data on the services provided by entities of entrepreneurship, which are aimed at meeting the needs of the population.

This type of classifier was put into effect by the State Standard Decree of June 28, 1993 No. 163. The objects of classification by OKUK are the types of services to the population that can be provided by different business entities using any maintenance methods. The classifier was to become a tool to solve the following task complex:

formation of a systematic database for statistical observation for demand and supply indicators for different types services to the population;

the creation of regulatory mechanisms for comprehensive assistance to business entities in the provision of services to individuals;

the ability to compare the types of OKUN with unified international services classification systems;

separation of current services from those who have ceased to be in demand due to dynamic market changes;

increase the level of efficiency of computer data processing;

forecasting the volume of demand for services in future periods;

development of a system of standardization in the field of meeting the needs of citizens.

Okun services

The OKUK classifier consists of 13 sections, grouping codes by types of services provided. Each data block contains code designations and their detailed decodents. When developing ciphers, the methodology for creating a hierarchical structure of codes is taken. This means that at the beginning of the OKOK code there are generalizing numeric characters, each subsequent sign gives more detailed decoding. The code consists of 6 characters to which the check number is added at the end.

In the classifier of OKUK, the activities are presented in such categories:

Communication services.

Housing and utilities services.

Services provided by the population of cultural institutions.

Services in tourism, excursion activities.

The Classifier of OKUV has stopped applied since 2017, it was canceled by order of Rosstandard from January 31, 2014 No. 14-art. Okun in 2018 is replaced by code ciphers, which are recorded in new OKPD2 and OKVED2 classifiers (approved by the same order No. 14-st).

For the convenience of specialists who specialize in providing services to the population, a sample was compiled from existing classifiers, containing only codes related to household services. With them can be associated with ocun encoding, the decoding may differ in form, but the content in many articles has been preserved. The tables reflect the data on which codes for the services of the population were used until 2017 (OKUN), in 2018 with decoding by type of activity and with new ciphers for OKPD2 classifiers and OKVED2. It is the codes of the last two types that must appear in the reporting forms of their business entities instead of canceled OKUN codes.

Okun is the All-Russian Classification of Services to the population. Roughly speaking, this is a set of codes for which is identified which services and legal entities are provided by the population. In this case, the classifier contains information solely on the activities related to the services of individuals. That is, there are no codes in OKU, which denote the activities related to the production or provision of services with one business structures to others.

Thus, OKUK codes are used in their work of IP and Ltd., which directly contact the population and provide services exclusively for individuals. Although they are gradually displaced by OKVED codes, duplicating a significant part of Okun.

The OKUD itself is divided into 8 sections, each of which includes more detailed codes with their decoding. Thus, you can use both separate narrow-controlled codes and entire sections.

OKUN is an older classifier, which is supposed to be supplemented by OKVED. He stayed from those times when the species blocks are separate economic activity Allocated to individual classifiers. And according to the logic of legislation, it should be replaced soon. But on this moment time, OKUK continues to be used.

Now, before January 1, 2016, you can still apply Okun codes. This is a kind of transition period, after which (if it is not prolonged) codes will begin to act and only they. That is, most likely in 2016, OKUN will cease to exist. And in all documentation will be required to indicate exclusively oKVED codes.

However, until the final decision, it is difficult to say something defined. It may happen that the action of the OKUN will extend, for example, until 2017. That is, its codes can be used a very long time period. What exactly will happen - we will find out closer to the beginning of 2016.

During the same period of 2015, all OKUK codes continue to act and you can safely use them in your work. Just do not forget to prepare for the transition to OKVED codes in early 2016.
