The media explained Volodin's departure to a less responsible position in a structure not under the control of the city authorities, his desire to distance himself from the struggle that took place in Saratov between Mayor Yuri Kitov and Deputy Mayor Dmitry Ayatskov.

In 1994, Volodin, according to the party list of the Russian Union of Reserve Officers, was elected a deputy of the Saratov Regional Duma of the first convocation (1994-1997), where he held the post of deputy chairman of the Duma until 1996, (in the official biography of Volodin on the website of the United Russia party, another date of election to the regional Duma - 1991).

In 1996, some Saratov mass media assessed Volodin as one of the most promising candidates for the governor's office. However, Volodin decided to support Ayatskov, at that time - the current governor of the Saratov region, and already in April 1996 took the post of first deputy chairman of the government of the Saratov region. In his jurisdiction, he received jobs from departments for economics and investment policy, for property and bankruptcy, for social issues, committee for analysis, information and press. In September 1996, Ayatskov won the elections and was re-elected as governor, and in the same month Volodin became vice-governor of the Saratov region.

In 1999, the media wrote about Ayatskov's actions to introduce his people into electoral blocs and associations preparing for the federal parliamentary elections. One of the favorites of the campaign was considered the Fatherland movement, created by Moscow Mayor Yuri Luzhkov and forming the core of the Fatherland-All Russia bloc headed by Luzhkov, Yevgeny Primakov and Vladimir Yakovlev. Volodin, whom Ayatskov in the press called the best Russian expert on electoral technologies and "politician of the XXI century", received an invitation from Luzhkov to the election headquarters of Fatherland, and, according to the Saratov governor, he was even promised the post of chairman of the movement's executive committee (later in " Fatherland "Volodin took the post of deputy secretary of the political council). Prior to that, according to Ayatskov, Volodin was "offered various positions, including the Minister for Nationalities." At the same time, it was noted that in February 1999, a second post of vice-governor was introduced in the Saratov region administration, which a number of media outlets perceived as an attempt by Ayatskov to limit Volodin's influence. In turn, the creation in Otechestvo of a special administration for preparing for the elections, headed by Volodin, was regarded by the capital's media as a demonstration by Luzhkov of his intention to "actively cooperate with regional leaders."

In December 1999, Volodin was elected deputy of the State Duma of the Russian Federation of the third convocation on the list of OVR Blok never won the campaign, yielding to the Communist Party of the Russian Federation and the Kremlin’s creature - the Unity movement, where Ayatskov delegated his assistant Lyubov Sliska (in April 2001, former rivals on the 1999 election campaign, Fatherland and Unity, announced their intention to form a single political movement, in October All Russia joined them, and in December 2001 these forces formed the United Russia party). In March 2001, Nezavisimaya Gazeta named Volodin as one of the most successful debutants of the 2000 parliamentary season, having good chances for a successful continuation of his political career, and in September 2001, he took over as head of the Fatherland-All Russia Duma faction, replacing Yevgeny Primakov ...

In December 2003, Volodin was elected a deputy of the State Duma of the fourth convocation in a single-mandate constituency 156 (Balakovo constituency of the Saratov region). In January 2004, Volodin was elected Deputy Chairman of the State Duma of the Russian Federation, First Deputy Head of the United Russia faction. In April 2005 he became the secretary of the presidium of the general council of the All-Russian political party "United Russia".

In October 2007, Volodin headed the regional list of candidates for deputies from United Russia in the Saratov region in the elections to the State Duma of the Russian Federation of the fifth convocation. According to the results of the vote, held on December 2, 2007, United Russia won, gaining 64.3 percent of the vote, and Volodin once again became a member of the Russian parliament. At the very first session of parliament, he was elected one of the nine deputy chairmen of the State Duma, Boris Gryzlov.

In August 2008, Volodin became a member of the commission created by the decree of President Dmitry Medvedev for the formation and training of a reserve of management personnel. The commission was headed by the head of the presidential administration of the Russian Federation, Sergei Naryshkin. It was reported that the tasks of the commission would be to prepare proposals for the development of state policy in the field of formation and effective use of the reserve of managerial personnel in the Russian Federation.

In November 2008, the X Congress of United Russia renewed the composition of the Supreme and General Councils of the party. At the suggestion of the leader of United Russia, the country's prime minister, and former Russian President Vladimir Putin, Volodin was unanimously re-elected secretary of the Presidium of the General Council of United Russia.

Volodin, as of 2007, was a professor at the Department of Constitutional Law of the Russian Academy of Public Administration under the President of the Russian Federation, Chairman of the Board of Trustees of Saratov State University named after Chernyshevsky. In February 2009, Kommersant announced that Volodin would head a new department at the Faculty of Public Administration at Moscow State University. It was noted that in his new post he "will deal with the methodology of state building." At the same time, the publication emphasized that the deputy took up his duties, although his candidacy was approved only by the Academic Council, but it was not officially approved by the administration. In May 2009, the same newspaper announced the official appointment of Volodin as head of the department, explaining that earlier he only served as head of the department.

In September 2010, Medvedev "in connection with the loss of confidence" dismissed the mayor of Moscow Yuri Luzhkov. As Moscow mayor, he was replaced by Sergei Sobyanin, who had previously held the post of Deputy Prime Minister and Chief of Staff of the Government of the Russian Federation: on October 21, 2010, most of the deputies of the Moscow City Duma supported his candidacy. On the same day, the head of state, by his decree, appointed Volodin Deputy Prime Minister, Chief of Staff of the Government of Russia. At the same time, Volodin left the post of secretary of the presidium of the general council of the United Russia party (Sergei Neverov became the new secretary) and, as it turned out later, for "ethical reasons" resigned as head of the department of state construction at the Faculty of Public Administration of Moscow State University. At the congress of United Russia held in September 2011, Volodin was removed from the presidium of the party's general council, but remained a member of the bureau of the party's supreme council.

In the spring of 2011, on the initiative of Vladimir Putin, the All-Russian Popular Front was created. On May 25, 2011, a meeting of the ONF headquarters was held in Moscow under the chairmanship of Volodin. The next day, the press secretary of the Prime Minister of the Russian Federation Dmitry Peskov announced that Volodin had become the head of the organization's headquarters.

In the next elections to the State Duma, held in December 2011, Volodin again topped the list of United Russia candidates from the Saratov region, but after the elections he gave up his deputy mandate.

On December 27, 2011, President Medvedev dismissed Volodin from his position in the government and appointed him first deputy head of the presidential administration to replace the retired deputy prime minister Vladislav Surkov. In his new position, Volodin was entrusted with overseeing domestic policy and, in particular, the resignation and appointment of governors.
