In connection with the scheduled maintenance of the track from September 2 to September 6, the railway crossing at 63 km of the Petelino-Kubinka-1 section of the Belarusian direction of the Moscow Railways (Nikolskoe highway) will be temporarily closed for traffic.

From 8:00 to 18:00 daily, a temporary traffic restriction is introduced at the railway crossing for the period of scheduled repair work to modernize the track. The temporary closure of the crossing was agreed with the UGIBBD State Administration for the Odintsovsky District of the Moscow Region, the administrations of the Odintsovsky municipal district and the urban settlement of Kubinka-1. Drivers of vehicles are advised to use other roads until the end of the work.

From 8:00 on September 3 to 19:00 on September 5, a temporary traffic restriction is introduced for the period of repair work at the 106 km railway crossing of the Dorokhovo-Mozhaisk section of the Belarusian direction of the Moscow Railways (Mozhaisk highway). During the planned repairs, it is planned to replace rails, sleepers and rail fasteners. These works will be carried out with the replacement of the crossing barrier device (UZP), which prevents unauthorized vehicles from entering the crossing, therefore, the movement of vehicles will be completely closed for three days.

The temporary closure of the crossing for the period of major repairs has been agreed with the traffic police of the Mozhaisky District, the Administration of the Mozhaisky Municipal District of the Moscow Region.

On the days when the level crossings are being repaired, changes are made to the schedule of suburban electric trains of the Belarusian direction of the Moscow Railways. 6.1. The track distances ensure the proper maintenance of the floorings, the carriageway between the crossing paths, insulating joints, rail connectors on the tracks, clearance gates in front of the artificial structures of the railway, under which the passage of vehicles is allowed, and other track facilities within the borders of the crossing.

6.2. Repair of track devices at crossings is carried out in a planned manner by the forces of the track distance. During the overhaul of the track, as a rule, overhaul of the level crossings should also be carried out. The scope of repair work for each crossing is determined taking into account local conditions by the head of the track distance with the preparation of calculations, and, if necessary, working drawings.

Repair of the carriageway of a motor road, flooring and carriageway between the crossing tracks may be entrusted to non-operating organizations of the railways only if they have a license to perform such work.

Track works, in which the action of automation at level crossings is disrupted, must be coordinated with the heads of the signaling and communication distances.

Repair of automatic (semi-automatic) barriers, electrical barriers, level crossing and obstruction signaling at level crossings is carried out by employees of the signaling and communication distance.

In cases where, when performing work on the repair of a track or arrangement at a crossing, the passage of vehicles is disturbed or hindered, the local government body or the owner of the road, upon an application issued by the distance of the path at least 5 days before the performance of work, should determine in agreement with the State Automobile inspection of the order of movement through the crossing or the passage of vehicles under the nearest artificial structures or other crossings.

The closing time of the move for repairs should be determined by the work schedule (project, technological process, etc.). The installation of road information signs for the direction of detour of vehicles shall be the responsibility of the local government body or the owner of the motor road.

6.3. Before performing track works, repairing automatic devices (barriers and alarms) at crossings, as well as when repairing automatic blocking devices or power supply, in which the operation of automation at crossings is disrupted, the heads of the track distance, signaling and communication, power supply jointly develop measures to ensure traffic safety at period of work. If necessary, they organize additional instructions for those on duty at the crossing, train drivers, station attendants, allocate additional workers to assist at the crossing, issue warnings about special conditions for the movement of trains on the crossing being repaired, etc. The responsibility for ensuring traffic safety during the performance of work at the level crossing rests with the crossing officer.

At level crossings without attendants, track foremen, electromechanics or electricians for the operation of distribution networks (depending on who performs the work) are obliged to install a road sign of priority 2.5 "Continuous movement prohibited" on each side of the crossing at the crossing traffic lights for the duration of the work. Two such signs should be kept in a separate track distance box at or near the relay cabinet.

If the repair cannot be completed during the working day, then the contractor must report this to either the head of the track distance, or the head of the signaling and communication distance, or the head of the power supply distance, which must jointly make a decision on the procedure for work, depending on local conditions. moving, after which they give appropriate instructions to the foremen of the track, electromechanics or electricians on the operation of distribution networks.

6.4. Periodic inspections of the condition and checks of the operation of track devices and automation equipment at level crossings by officials are carried out in the terms and in the manner provided for by the relevant instructions and instructions.

The chiefs of the track distance and their deputies must carry out, at least 1 time per quarter, sudden checks on the work of the crossing attendants and carry out the necessary instructions.

The book of acceptance and delivery of duties and inspection of devices at the level crossing should be checked at each check of the maintenance and service of the level crossing: by the road foreman at least twice a month, by the foreman of the way at least four times a month, as well as at each visit to the crossing.

The results of the check and these orders must be recorded in the specified book.

When servicing the crossing by employees of the transportation service, this work should also be carried out by the station managers.

6.5. The heads of the track, signaling and communication, power supply and train safety inspectors, personally and through their subordinate employees, must systematically monitor the condition and operation of the crossings, as well as the quality of inspections and the implementation of planned measures to eliminate identified malfunctions.

79. Owners of infrastructure or owners of non-public railway tracks equip railway crossings with technical means designed to ensure the safety of the movement of railway rolling stock, vehicles and other road users, maintain road sections located within the boundaries of the railway crossing, in accordance with the requirements of these Conditions and technical regulations in the field of road facilities.

Infrastructure owners or owners of non-public railway tracks ensure the proper maintenance and operation of barriers, crossing and obstruction signaling, replacement of gate drives, proper maintenance and operation of telephone (radio) communications, uninterrupted power supply, serviceability of external power grids, searchlight installations, automatic switching on and off of outdoor lighting , receipt and replacement of electric lamps for outdoor lighting, including in floodlight installations.

80. The repair of track devices at level crossings is provided in a planned manner by the owner of the infrastructure or the owner of non-public railway tracks. During the overhaul of a railway track, overhaul of railway crossings must be carried out. The scope of repair work for each level crossing is determined taking into account local conditions by the owner of the infrastructure or the owner of non-public railways with the preparation of estimates.

Work on the maintenance, repair, overhaul and reconstruction of the flooring and the carriageway between the railway crossing, the installation and dismantling of temporary road signs are provided by the owner of the infrastructure or the owner of non-public railways.

Works on the maintenance of road sections located within the boundaries of railway crossings are carried out in accordance with the Federal Law of November 8, 2007 N 257-FZ.

Works on repair, overhaul and reconstruction of road sections within the boundaries of level crossings (except for the flooring and the carriageway between the railway crossing) are carried out by the owner (owner) of these road sections in agreement with the owners of the railways.

Repair of automatic (semi-automatic) barriers, electrical barriers, level crossing and barrage signaling at level crossings is carried out by the owner of the infrastructure or the owner of non-public railway tracks.

In cases where, when developing measures for the repair, overhaul or reconstruction of a railway track or technical means at a railway crossing, the traffic pattern of vehicles changes, the owner of the infrastructure or the owner of non-public railway tracks at least five days before the performance of work must determine the procedure for the movement of vehicles through a railway crossing, detour routes and, in agreement with the owners or other owners of highways (which is in charge of the detour route), ensure the installation of a traffic control system, including those indicating the detour route.

After making a decision to change the traffic organization scheme and / or imposing a restriction, the authorized body notifies the relevant divisions of the State Traffic Inspectorate of the Ministry of Internal Affairs of Russia about the decision and sends the AML.

81. Before performing track works, repairing automatic devices (barriers and signaling) at level crossings, as well as when repairing automatic blocking devices or power supply, in which the operation of automation at level crossings is disrupted, the owner of the infrastructure or the owner of non-public railway tracks develop measures to ensure safety movement for the period of work. If necessary, they organize additional instruction for employees serving the railway crossing, train drivers, and those on duty at railway stations, assign additional workers to assist at the railway crossing, and issue warnings about special conditions for the movement of trains on the railway crossing being repaired. Responsibility for ensuring traffic safety during the performance of work at a railway crossing rests with the employee on duty.

If it is impossible to complete the repair work within the specified time, the contractor reports this to the owner of the infrastructure or the owner of non-public railway tracks, who, depending on local conditions, make a decision on the procedure for the operation of the railway crossing, after which they give appropriate instructions to their employees, notify the relevant departments State traffic inspectorate of the Ministry of Internal Affairs of Russia with the attachment of the work schedule.

82. Periodic inspections of the condition and checks of the operation of track devices and automation equipment at level crossings by officials are carried out in the terms and procedure established by the owner of the infrastructure or the owner of non-public railways.

The book of acceptance and delivery of duties and inspection of devices at a level crossing should be checked at each check of the maintenance and service of the level crossing: by a road foreman at least twice a month, by a track foreman at least four times a month, as well as every time they visit a level crossing.

The results of the check and these orders are recorded in the specified book.

83. Owners of infrastructure or owners of non-public railway tracks should systematically monitor the performance of their duties by employees serving railway crossings, the condition and operation of level crossings, as well as the quality of inspections and the implementation of planned measures to eliminate identified faults.
