Recently, the authorities have been actively using the word “optimization”. What does it mean?

Bourgeois "optimization" in medicine: 12 minutes are allotted to see 1 patient in a polyclinic, and now, it seems, already 9, and there is a massive dismissal of medical staff. And the so-called "optimization" in industry leads, for example, to the fact that about two thousand people should be laid off at the Khrunichev plant by August 2016. Who came a little more than a year ago, General Director Kalinovskiy A.N. wants to bring production rates to "unaffordable" for performance indicators, forcing employees to quit "of their own free will." Example two. According to the data sheet, another part in 1988 was to be manufactured in 6.5 minutes. Currently 3 minutes. Reduced by more than 2 times. At the same time, no research was carried out, measuring the timing of the use of equipment for the production of a part. The time rate is cut off, so to speak, "from the bulldozer", without scientific and technical justification, the worker is simply presented with a fact. Where can the quality of the products come from? And this is in the space industry requiring extreme precision! A product, a product is an engine, an assembly. The production of an engine, unit includes 14 operations. After each operation - control. Inspection for cracks, X-ray illumination, control, packaging, delivery to the assembly shop is carried out.

When “optimizing processes”, the worker cannot cope with the monstrously grown shift task (and this he must do in order to receive “pre-optimization” earnings). If he has time - therefore, the products will be of poor quality. And the foremen of production sites, who are responsible for organizing and controlling production processes, were given the following directive: "If you don't like it, let them write statements of resignation." The administrative leadership of general director Kalinovsky wants to force the workers to write their own resignation letters.

With such an attitude, the staff of highly qualified specialists decreased - they quit. The bourgeois administrative leadership of the space center is to blame for all this. "Optimization" is a collapse. Under the pretext of secrecy, secrecy - collapse. Andrei Kalinovsky, General Director of the Khrunichev State Space Research and Production Center, is leaving the post of the head of the enterprise and goes to work in the state corporation Roscosmos, where he will take the post of executive director for quality and reliability. Andrei Kalinovsky headed the Khrunichev Center in such conditions that it is rather difficult to form an impression of his personal role in the management of the company. The grave condition of the center was known to all employees, not everyone, however, knew where 65 billion rubles had gone. But Mr. Kalinovsky, it seems, realized that the "sinking ship" had to be abandoned, and moved ... to "Roscosmos", taking the position of director for quality and reliability. I must say that Kalinovsky ended up in the role of director of the Khrunichev center in a dubious way. According to rumors, Kalinovsky is a friend of Igor Komarov, who appointed Andrei Vladimirovich to the Khrunichev center. How did you appoint? The fact is that the organization headed by Komarov ran the competition itself and nominated the winner itself! As a result, Kalinovsky got a serious position without any problems at all.

When Kalinovsky was appointed, anti-corruption fighters accused Andrei Vladimirovich of violating the law on civil service, conflict of interest and running a business that receives income from tenders!

Almost immediately, Kalinovsky's schemes began to appear. For example, LEAN technologies ("lean manufacturing"), provided by the office "Business Transformation Partner". Only this "Business Transformation Partner" (Novosibirsk region; TIN 5407476681) was registered on June 13, 2012 and is 33% owned by Kalinovsky himself !!!

Another innovative solution of Kalinovsky is that the state manager removed from his posts seven heads of intermediate levels. After that, the then head of Roskosmos, Oleg Ostapenko, said that there was "a lack of a clear control procedure during the creation of the launch vehicle, which was being built even before he came to Roskosmos," the media official was quoted as saying.

Kalinovsky also "carried" when almost 16 billion rubles "disappeared" from the center, as reported by The Moscow Post. "On the facts of illegal financial fraud in the Khrunichev Center, the investigating authorities opened 11 criminal cases, the defendants of which were not only the heads of the Federal State Unitary Enterprise, but also top managers of the Federal Space Agency (Roscosmos)," the newspaper says.

But in the center it was becoming more and more difficult to "work", because the security forces were approaching Kalinovsky. So, in the spring of 2015 in Chelyabinsk, a court allowed the arrest of the ex-director of the Ust-Katavskiy Carriage Works (UKVZ) Pavel Abramov, a company that is part of the Khrunichev center.

According to the law enforcers, the top managers "carried out a number of deals for the sale of tram cars to the Moscow company OOO Trading House Ust-Katavsky Carriage Works (law enforcement officers consider the company to be affiliated with Alexander Bolotnikov)," the newspaper UtroNews reported. According to the ICR, the transactions caused damage to UKVZ in the amount of 180 million rubles - this is the difference between the sale price and the cost of manufacturing trams.

In September 2015, it turned out that "budget finances were successfully" sawed "in the capital's rocket and space plant in Fili," wrote The Moscow Post. More specifically, the TFC Tuglim company has agreed with the Khrunichev Kalinovsky center to provide 15 specialists. The center even donated 854 thousand rubles. The problem is that the "specialists" were free interns!

Particularly doubtful is the debt of the Khrunichev center to the Center for the Operation of Ground Space Infrastructure (TSENKI) in four billion rubles. The fact is that the money "should be transferred to TSENKI. But TSENKI did not receive this money," Rukompromat quoted the information.

But the security officials for some reason did not go into Mr. Kalinovsky's office.

And so, despite all this, Kalinovsky is not fired, and the structure, which he recently headed, is offered to allocate tens of billions of rubles more, under his careful supervision! Is this in order to pay off debts to TsENKI, which should have been paid from the last tranche from the government? Here it is necessary not only to give subsidies, but to launch a group of investigators, so that they find out where the funds go from the center and whether they ended up with Kalinovsky?

GKNPTs im. MV Khrunicheva, who celebrated his centenary last year, is in the worst crisis in its entire history. Neither the hard times of the revolution, nor the Great Patriotic War, nor even the 90s, could bring the enterprise to the deplorable state in which it is now.

For almost a year (since June 9, 2016) the Proton-M carrier rocket has not been flying, the number of orders for launching satellites has sharply decreased. Three years have passed since the first launch of the new Angara rocket, and its flight tests will not be resumed in any way.

Employees are massively dismissed from the enterprise, both within the framework of measures to "optimize the number", and of their own free will, as they do not want to work under the guidance of "optimizers" anymore. We have almost lost the ability to launch heavy satellites on the GSO, which poses a direct threat to Russia's defense capability. What is the reason? In the implementation of the financial recovery program, developed and adopted for implementation by the team of “effective managers” A. V. Kalinovskiy, who headed the enterprise in the summer of 2014.

Production facilities in Moscow and Omsk are completely rebuilt. The main purpose of this restructuring is to reduce the areas occupied by the enterprise, with their subsequent sale for construction, both in Moscow and in Omsk. All this under the slogan "lean production", "Lean-technologies" (from the English. Lean - unprofitable, unprofitable, thin (from the word bad), poor, unproductive).

As a result of the implementation of these plans, the full-fledged production of the Angara in Omsk has not been established, and in Moscow it is no longer assembled, so as a result, the launch of the rocket into series and the replacement of the Proton with it are postponed more and more, and funds continue to be spent on this.

With Proton, the situation is simply deplorable - its old production has collapsed, some parts and blanks are now being made in branches thousands of kilometers from Moscow. Quite often, branches cannot process a product entirely on their own equipment, and for some operations it has to be transported from Omsk or Ust-Katav to Moscow, and then back. This leads to a waste of time and money on transportation. Some of the workers from the plant in Moscow were laid off, some were transferred to a simple one for 2/3 of the salary.
They proudly refer to these measures as "changing the configuration of production and reducing overhead costs."

At KB Salyut, which is engaged in design support of existing projects and the development of new ones, the situation is no better than at the plant. Firstly, as a result of "developing a motivational model", a new remuneration system was introduced. Some of the bonuses for academic degrees and knowledge of a foreign language were canceled and the bonus was tied to the amount of work performed. When planning it, it was taken into account through standard hours, and in terms of work, it had long ago broken away from the actual time costs, both upward and downward. But the labor intensity standards were never revised, so some of the units ended up in chocolate, and some on starvation rations with a bare salary. Of course, this led to the resignation of some specialists of their own free will, and by no means pensioners. It also sharply aggravated relations between departments - no one wants to work for free. As a result, what used to be decided in a working order is now done only through high bosses.

Secondly, in order to further stimulate employees, it was decided to establish in some divisions the so-called. "Visualization boards" are a product of the gloomy genius of Lean-technologists. Only now they were invented by the Japanese for conveyor production, and not for the production of such piece products as missiles, and even less for design and development work. But how can they understand this, they are not engineers! At present, all this mess is also converted into electronic form, stuffing it into the CAD - NX from Siemens, which is used at the enterprise, absolutely not caring about updating the interface for the convenience of work. This system requires a full-time person to do business. It is also difficult to understand how the use of a foreign program fits in with the policy of import substitution, especially in the presence of domestic counterparts and considerations of secrecy.

But despite the lack of knowledge and experience in the development of rocket and space technology, A. V. Kalinovsky and his team do not forget to generate new ideas in the field of rocketry, as exemplified by the long-suffering Proton-Light project presented to the public last year ... Having optimized the Angara and practically stopped the production of the usual Proton, they decided to disfigure it, giving rise to new versions, as if the rocket were a children's designer, and not a complex technical system. The chimericity of this idea was initially obvious to any competent specialist, but for the management to understand that the initial version was bad, and the set deadlines were unrealistic, it took a year of study by the entire KB team, which further increased the company's debts. But Kalinovsky could not completely abandon it - and therefore, after playing a little more "with cubes", they presented a new version, more realistic. Why bother producing chimeras on the basis of a rocket, which can only fly until 2025 and which the owners of the Baikonur cosmodrome do not want to see any further poisoning their territory of their country? But on the other hand, new contracts are already being concluded for it, although the rocket itself is not yet there.

The managerial achievements of the new management are also worth mentioning. To begin with, they renamed the administrative structure of the Center into the "Head Office", and then spawned new departments, directorates and departments in it. Listen to how beautiful the “Director of the Directorate” sounds! It is immediately evident that it is not in vain that a person is taken to work in a luxurious company car and it is not in vain that he receives a large salary. A. V. Kalinovsky brought some of the new managers with him from Komsomolsk-on-Amur, and some he recruited from the company's branches in Omsk and Ust-Katav. And of course they are provided with solid salaries.

The composition of financial and legal services was changed, work with suppliers and customers was reorganized. The result was that they simply do not want to have anything to do with us - the work done was not paid on time, and the products ordered from us were not delivered on time. According to the balance sheet for 2016, the amount of claims against the company is already 9.5 billion rubles.

In addition, the restructuring of production and the development of new projects is carried out at the expense of borrowed funds. The amount of credits and loans hanging on the enterprise during the work of A. V. Kalinovsky managed to double and from 28 billion rubles increased to 52 billion rubles. And the territory of the Moscow site of the enterprise is used as collateral for the loan. There are also debts to suppliers, and they are comparable in size to debts to banks.

Andrei Kalinovsky, general director of the Khrunichev State Space Research and Production Center (GKNPTs), will soon change his place of work. He will take the position of Executive Director for Quality Assurance and Reliability of the State Corporation Roscosmos - this post has been vacant since the end of 2016, when Vladimir Evdokimov, who occupied him, was placed in a pre-trial detention center in the case of embezzlement in RSK MiG and subsequently stabbed to death. The new head of the largest rocket-building enterprise in the industry will be Director of the Motor Design Bureau Alexei Varochko.

Information about the imminent departure of Mr. Kalinovsky has appeared since the end of 2016. Then sources of Kommersant close to the management of the enterprise said that the general director of the State Research and Production Space Center could change his place of work, but at the same time he was not going to leave the space industry and was waiting for an offer from the management of the state corporation. On Monday, Interfax announced that the decision to leave Andrei Kalinovsky has been made: he will take the post of executive director for quality assurance and reliability of Roscosmos. This "Kommersant" was confirmed by two top managers of the enterprises of the space industry, specifying that de jure the departure of the head of the State Research and Development Center will be associated with the end of the contract, its term expires in the summer. Officially, Roscosmos does not comment on this.

Andrey Kalinovsky moved to the State Research and Production Space Center in August 2014 from Sukhoi Civil Aircraft. Its main task, as the head of Roscosmos, Igor Komarov, then admitted, was to correct the financial and economic situation at the enterprise. The accumulated losses from operating activities of the center since 2007 reached 11.9 billion rubles, debts to suppliers - 14.7 billion rubles, and the Khrunichev State Research and Production Space Center itself did not have funds for the production of missiles. The debriefing initiated by Mr. Kalinovsky led to the initiation of a dozen criminal cases by the investigating authorities.

Despite the state of the enterprise (the financial recovery program was initially estimated at 56 billion rubles), the Khrunichev State Research and Production Center set ambitious tasks related to the creation of Proton-M launch vehicles (they will be in operation until 2025) and the development of a family of launch vehicles Angara (it was assumed that the enterprise would produce two heavy Angara-A5 missiles and one light Angara-1.2 missile per year). Under Mr. Kalinovsky, the production of universal rocket modules (URM) for Angara was moved to the site in Omsk, and it was also proposed to modify the Proton in several versions: Light and Medium (for commercial launches). Colleagues of Andrey Kalinovskiy admit that one of his main achievements he considered the inclusion of the heavy "Angara-A5P" into the manned program. The launch of the heavy "Angara" was also scheduled for 2017 in the interests of the Ministry of Defense, but it was postponed due to the unavailability of the missile. From 2021 to 2024, the launch of the "Angara-A5" with the upper stage KBTK (oxygen-hydrogen heavy class) was also postponed.

Not without incident. In May 2015, the Mexican satellite MexSat-1 was lost due to the failure of the Proton's third stage engine. In July 2016, the engine of the second stage of the rocket with the Intelsat-31 satellite turned off ahead of time, but the spacecraft was saved. In January 2017, it turned out that the Voronezh Mechanical Plant subordinate to the center (now transferred under the management of NPO Energomash) used the wrong solder in the manufacture of the second and third stage Protons engines, as a result of which 71 engines had to be recalled for the bulkhead. The Proton launch program was stopped for almost a year, and the Ministry of Defense received less than two missiles because of this. A fine was imposed on the GKNPTs.

In his new position, Mr. Kalinovsky will have to be responsible not only for the quality and reliability of one enterprise, but also oversee seven large industry companies. According to a Kommersant source in the Roskosmos management, the system that his predecessor Vladimir Evdokimov has been building since 2015 is more than working and somehow it does not need to be radically changed. Recall that Mr. Evdokimov was arrested at the end of 2016 on charges of fraud committed by him, according to the investigation, ten years ago: he was allegedly involved in fraud with the property of RSK MiG. He was placed under arrest in SIZO No. 5. In March 2017, he was found dead in a cell with traces of knife wounds.

A replacement for Mr. Kalinovsky at the State Research and Production Space Center has also been appointed: Alexey Varochko, director and chief designer of the Motor design bureau (a branch of the Center for the Operation of Ground and Space Infrastructure), will become him. His career was associated with this KB. After graduating from Moscow Aviation Institute in 1982 (specialty "Electrical equipment of aircraft"), he rose from an engineer to a director and chief designer of an enterprise. Industry experts call him an experienced manager and a "tough business executive." In 2013, the Prosecutor General's Office suspected him of embezzling funds when creating a space rocket complex: allegedly, without agreement with the head contractor, he attracted CJSC Industrial Technologies to the work, paying him 98 million rubles. No criminal case was opened.
