3. Heads (heads) of divisions of the Central Office of the Ministry of Internal Affairs of Russia, the territorial bodies of the Ministry of Internal Affairs of Russia in the district, interregional and regional levels, educational, scientific, medical organizations of the Ministry of Internal Affairs of Russia, the district departments of the logistics of the Ministry of Internal Affairs of the Ministry of Internal Affairs of Russia, the commander of the military-territorial associations , Commanders of the compounds and military units, as well as other organizations and units created to fulfill the tasks and implementation of the powers assigned to the internal affairs of the Russian Federation:

3.1. To organize work on the introduction of new wage systems regarding civilian personnel of the subordinate military units, institutions and units, with the involvement of trade union bodies (if available).

3.2. Transfer civilian personnel of subordinate military units, institutions and units to new wage systems taking into account recommendations Ministry of Health and Social Development of Russia on the conclusion of the employment contract and its approximate form.

4. Allow managers (commanders, heads) of military units, institutions and divisions of the Ministry of Internal Affairs of Russia, which are provided for obtaining funds from generating activities, independently determine the amount and procedure for the direction of these funds for the implementation of payments of the stimulating nature of civilian personnel of these military units, institutions and divisions in accordance with the general permit (resolution), as well as estimates of income and expenses on the income-generating activities approved in the prescribed manner.
