If you look at the exact date according to the Muslim calendar, when our ancestors converted to Islam and when the Baghdad delegation reached Bolgar, it just falls on May 21. Therefore, it was decided that we would hold “Izge Bolgar Zhyeny” in May, especially since this was already supported by the law of Tatarstan.

And generally speaking, this is not the first year, but as far as I can remember, since 1988, when I was still living in Chuvashia, in the village of Shygyrdan, all the time our elders organized a group trip to Bolgar. I remember my first trip: the Batyrevskaya PMC allocated a bus on a high chassis, and the village women and grandmothers, who were almost 90 years old, went there together. Although we take part in the event every year in Bolgar, but those eyes, those sensations that I observed in our women as a young man... Unfortunately, you don’t often see such a feeling or aura today.

To great happiness, Bolgar is reborn, but, on the other hand, its ancient spirit, which was present there and fabulously attracted, is lost. Then we visited the ancient ruins of the once great state with the women. And when they came to the lake Rabiga, the local guide imam said that this was a holy lake, and our babai began to pour out all their tea from thermoses and joyfully scooped up this water, although geese and children swam there. These are my youthful memories of Bolgar...

Later, I was on the hajj several times, in Umra, I saw pilgrims there, very similar to our babai - simple village Tatars who went through the ordeals of hunger, war, collectivization, and the struggle against religion. With the advent of a thaw in relation to faith, when it became possible to visit the ancient capital, Tatars from all over the country, including us, sought to visit Bolgar and offer their prayers to the Almighty there. Tears of joy in our eyes, sincere prayers, tea drinking at the Small Minaret, collective prayer with a view of the Volga... These memories cannot be put into words - such was enlightenment, inspiration in Bolgar.

- Why did you go to Bolgar?

Firstly, according to various legends, our villages are directly related to it. Our elders claimed that after the lame Timur came to conquer the Bolgars, the elder Shakhimardan, saving children, old people, women, swam across the Volga, reached the edge of our forest and founded a village there, which was previously called Muslim. Since ancient times, our ancestors believed that they were the descendants of the Bulgars. In the Shygyrdan tradition, it was customary to go there, to make a sacrifice (shukran kurbany). I want to clarify: sacrifice is thanksgiving to the Almighty for His mercy shown to us. These same our grandfathers remember how their mothers and grandmothers walked in Soviet and even pre-Soviet times to Tetyush, 60 kilometers, and then crossed by boat and prayed there for several days.

I remember the very interesting stories of Nurania abystai, she was over 90 years old when she died, the daughter of an imam, worked as a doctor, was a blockade in Leningrad, then returned to Bolgar. She told very interesting stories. After more and more Muslims began to flock to Bolgar every year, special authorities became agitated. There were some instructions to the head of the district to stop this. The head told them that if you want, come yourself and drive away the old men and women, but I will not do this. We've been through it all, we've been through it all.

Some officials had fears of what it might turn into later. These fears are absolutely groundless, because no one who comes there has set any political goal - the restoration of the Bulgarian state. The believers came with a different motivation. This is similar to how flocks of birds fly back to the places where they nest in the spring. Apparently, our genes draw us there, and we feel good there.

And so people went there, went, then the leadership of Tatarstan paid attention to this. And with the arrival of Rinat Zakirov to the World Congress of Tatars, the congress turned towards religion. They are smart people and understood how two wings of a bird, the Tatars historically, culture and religion go together inseparably, it is impossible and impossible to separate them.


"CREATION OF THE BULGARIAN ISLAMIC ACADEMY - EPOCHAAL EVENT"

- How do you participate in the process of establishing the Bulgarian Islamic Academy?

I would call the creation of the Bulgarian Islamic Academy the main epoch-making event today. This very important decision was supported by the head of state, Vladimir Vladimirovich Putin, who has publicly stated this more than once. Today, a license has already been received from the Ministry of Education and Science of Russia, and work has already begun on the construction of the Academy's buildings in the oriental style. The project, as I understand it, was approved by the President of Tatarstan Rustam Minnikhanov and the head of the Renaissance Foundation Mintimer Sharipovich Shaimiev, and other colleagues supported it - Mufti Kamil Khazrat Samigullin, Rector of the Islamic Institute Rafik Mukhametshin. It seems to me that the project is very successful, verified and easy to use.

There are two or three powerful Islamic universities in the country - in Kazan, in Moscow. But IRI rector Rafik Mukhametshin said that we do not have theologians (ulema), that we are in principle unable to interpret a single serious thing that is happening in the world. Is this related to the creation of the academy?

I do not quite agree with this formulation of the question. Yes, we have universities, there are quite educated people, but there is no platform that unites them all - that's what's problematic. I would like to take this opportunity to draw the attention of the founders of the BIA to the positive experience of the Mir-Arab Madrasah in Bukhara. For many years of training, not a single extremist has come out of there! And they were able to preserve the theological school of spirituality, traditional for the space of Eurasia, and not just dry knowledge.

Today, you are probably also observing the preaching style of our religious leaders: someone is trying to influence parishioners using overseas patterns of rhetoric. Apparently, there are some techniques for raising their voices that they are taught. This is not accepted among the Tatars: in our mentality, when they shout at you, people simply do not perceive. If we recall our old imams, how they mastered the art of preaching - it was so respectful, intelligible, at the same time, where it was necessary, tough, but it was in moderation. And in Central Asia today, for example, in Uzbekistan, you listen to imams, you just melt from their sermon - how beautifully they can convey it to you.

Now there are a lot of artists - about three thousand among the Tatars, they say, and they all sing, but there are very few people who can convey the meaning, feelings, beauty of the song, bring it to your soul. I listen to many, but how, for example, Alfiya Avzalova sings, how she knows how to convey the power of the meaning of a word - there are few of them. I think it comes naturally to her. Maybe it sounds strange from my lips, but nevertheless, this feature in the academy also needs to be paid attention to, I mean the traditional style of rhetoric. Many of our modern Islamic religious leaders studied in Central Asia, but we had a single theological space, we read the same books. In other places it has been lost today, but in Central Asia it has been preserved. I think the staff of the Academic Council of the Bulgarian Islamic Academy should pay attention to this and make the most of the positive experience.

- Who should be the rector - from Russia or a foreigner? Is there a candidate?

There is a good saying among the Tatars: "Clean water is far from splashed out." Russia is very large, more than 20 million Muslims, I think we are able to find a person in our country. Let there be a foreigner nearby, please. There are young Islamic scholars who have relevant knowledge. I think a citizen of Russia should become the rector.

Thanks for the question, you touched on a very important aspect. First, I will say that the world today is very interested in working with Russia. One of the world centers of Islamic theology - Iraq - was bombed, many priceless books and libraries were burned, scientists fled from there. There is a war in Syria, and there have always been many scientists in Damascus. A year ago, we were in Syria at a conference dedicated to Sheikh Ramadan al-Bouti, where we met with famous scientists who have entire dynasties of Ulama - all recognized Islamic scientists. And it is very difficult to argue with them, because they are a storehouse of knowledge. And today they are all interested in cooperation.

They are ready to send their teachers to us, who will come here. Recently, a delegation of the Council for Islamic Education headed by Mukhametshin was in Egypt. We met with the Sheikh of Azkhara and agreed to accept children from Russia only on the directions of the Council, so that there would be no shakirds who spend five years on the same course, actually not attending classes. Sheikhs of Azkhara have already adopted internal guidelines on this issue and expressed a desire to send scientists from Egypt to Bolgar. And other countries, such as Morocco. You can gather people, they are interested in this, they will come to us.

There is a Tatar proverb: "A dog that cannot bark brought a wolf to the court." Scientists with a dubious reputation do not need to be involved. We must understand who we invite. The person who undertakes this must bear full responsibility for his candidate. We must agree on this. I would recommend reaching an agreement with the educational institutions of Central Asia, because we also need to take into account their experience in our activities.

Do we have theologians who could make a decision, for example, about whether or not to declare jihad? Are there people in the ummah who would be listened to? Who is capable of giving an opinion in Russia?

There are scholars in Russia who can make theological judgments. But the fact is that both religious leaders and Islamic scientists are in a certain structural engagement. Unfortunately, there is no single platform where scholars of different directions would sit at the same round table and issue common fatwas: the Koran is one, Islam is one. And fatwas cannot differ in meaning, they must be united. I remember a situation when Muslim religious figures gathered to issue a single fatwa against extremism and terrorism. Instead of making a decision, disputes began about who and where should sit down: who is on the presidium, who is nearby. It's time to get away from this. Gone are the days, and perhaps gone are the times of the people who did this.

Today there should be modern, educated theologians who are focused on something completely different: on the positive, on creation. And together we need to make a common decision on various problems that we have. For example, a question about hijabs. This was a sore subject, but we dealt with it. I traveled to the Volga region several times. The school says: "Hazrat, look at their appearance, it's like in Iran." I talked with officials and with our sisters, but both sides were offended. Do you know what the problem was? They are told that the state, represented by the Department of Education, is making concessions, allowing long skirts, high-necked blouses, and a white headscarf covering the hair. And the girls answer that it doesn’t suit them, allegedly some sheikh told them on the phone that the headscarf should be tied right near the eyes. I was also surprised: they have several muftis in the region, but they do not adhere to the opinion of their mufti, but take a fatwa from some foreign sheikh by phone. It is still not clear who this sheikh is and who called...

What to do here? Where is this fatwa center? They would accept a fatwa and explain to women that a headscarf is an obligatory clothing attribute for women, which, by the way, is not only a religious, but also a national segment of a Tatar woman's costume. “PUTIN HAS RESPECT FOR THE CULTURE OF ISLAM”

- Albir hazrat, is Islam an alien, dangerous factor for the supreme power of Russia that needs to be controlled through special services, or is it one's own, with which one must be able to interact? What is the attitude of Putin and the Kremlin, the Moscow authorities, the establishment towards Islam?

- Vladimir Vladimirovich Putin, as a very educated and intelligent person, has a respectful attitude towards the culture of Islam.

─ Not fearful?

- I think, like any politician who comes from the special services, of course, he has his own view on different things, he understands the diversity of the topic and its internal problems. It is obvious, even if you look at his speech at the UN General Assembly, where he addressed politicians with the words: “Do you understand what you have done?” And he turned to religious Islamic figures so that they would raise their voice in strengthening the dialogue between civilizations, in countering extremism and terrorism.

Some of his thoughts can be read in his speech during a meeting with religious leaders in October 2013. This is a very interesting document, where the president, by the way, paying attention to contemporary problems, calls for work to strengthen the traditional Islamic theological school in Russia, emphasizes the importance of creating a translation center, cultural centers, an authoritative expert platform where they will evaluate literature, discuss other issues, such as social projects. He reminds about social work not only to Muslims, but also to Orthodox religious figures.

- Are you personally acquainted with Putin?

I was lucky enough to meet Vladimir Vladimirovich 16 years ago, when we, in his team, flew together to Chechnya for the New Year, to congratulate our servicemen. I know firsthand his respect for Russian traditional religions.

Who else was on this trip?

─ There were father Bogdan Suiko from St. Petersburg, the head of the Buddhists of Russia Pandito Khambo Ayusheevich, well-known cultural figures - Rosenbaum, Evdokimov, Boyarsky, Galkin. I remember, like today, 18 hours of pleasant communication with them.

- And how did you get into this company? Like the youngest unspoilt mufti?

─ It was God's providence, I didn't ask anyone and I couldn't. Boris Nikolaevich Yeltsin then left on December 31 and handed over power to Putin, he was and. about. ─ I had the honor of seeing him several times and briefly talking to him three or four times. Twice in the Caucasus, two in Moscow, in my opinion. He was a very firm, principled, purposeful Muslim. To be honest, at one of the conferences for a long time I did not dare to approach him and start a conversation. He seemed to be a stern person, and then during communication I realized, it turns out that he is a kind, but loving person. Vladimir Putin, probably immediately professionally assessing these qualities, invited him to a dialogue. And Akhmat-Hadji, apparently, also saw a man of his word in Putin. Thanks to their mutual trust, peace has been established in Chechnya and the North Caucasus as a whole.

"AKHMAT-KHAJI AND VLADIMIR PUTIN HAVE MADE A GREAT WORK"

- What did you talk about with Putin?

─ He recommended that I greet the Russian army servicemen and congratulate them on the New Year. It was Ramadan, early morning, and they gave me the first word. I said then: “You are the sons of the Fatherland, our citizens are here at the forefront. Thank you for what you are doing, we thank you for protecting not only the geographical integrity of Russia, but also guarding traditional Islam.”

If Wahhabism with such an extremist radical view had not been stopped in the Caucasus, what would it be today? I think that in Tatarstan and the Volga region today there would be, to put it mildly, a different picture. These servicemen did a great job, but I want to remind you once again that Akhmat-Hadji and Vladimir Putin did a great job. After all, the whole world then took up arms that, they say, Russia infringes on the rights to national identity, to religious beliefs, and Putin took it and agreed, and the mufti was appointed head of the region, thereby shutting the mouth of Western liberals.

After all, it was necessary to choose the right person with whom to work. Akhmat-Hadji fully justified the high trust placed in him by the Almighty, he even gave his life for the sake of a happy future for the peoples of Chechnya, and we see how this was the right step for Chechnya. What did Dudayev bring there? Arrogance incomprehensible, blood and tears! And what did our dear brother Akhmat-Hadji bring and leave behind him? I recently visited Chechnya - it is unrecognizable today.

From this joint trip with and. about. 16 years have passed since the President of Russia. Does he recognize you at all?

─ Yes, we met several times after that.

How is Putin evolving?

─ Look at his last communication in a direct line with people and you will understand for yourself. I've read the liberal press that it's all feigned. But after all, the main thing is different - as the head of state, he takes this step, for many years now he has been communicating directly with the people of the country for four hours. This is important for him, he does not hesitate to ask for forgiveness from ordinary workers for negligent officials, delves into difficult issues, sincerely wants to help. You can see it on his face. At the same time, he understands the situation much more than we do, but he has the whole layout of information about what is happening. Nevertheless, he considers it important for himself to communicate with the people himself, to listen to sometimes uncomfortable questions. Other observant smart leaders follow his example.

I believe that in today's world it is important to establish an open dialogue. If our enemies manage to alienate the government and the people from each other and pour poison into this pit, then don't expect anything good. And what about us, then it will be better? Of course not! Under the pretext of a liberal carrot, they will separate us, and then they will mock us. They will kick, take away, humiliate, they will come up with some kind of war, people will die - who needs this?

- Are you talking about Ukraine?

- Yes, including. The way the security and stability of the state is built today should be cherished and strengthened. Everyone can do it at their own level. People, unfortunately, have a short memory: we very quickly forget what happened just recently.

─ How do modern Muslims live in modern Russia with such a president, with such power?

─ The Prophet Muhammad said that a person who does not give thanks for the good of man does not give thanks to God either. A Muslim should always be grateful. What words does the Holy Quran begin with? Alhamdulillahi rabbil alamin ─ we thank the Almighty, the creator of the worlds. I am an optimist by nature, I think that in general, Muslims are comfortable.

- Heydar Dzhemal says that the situation of Muslims in Russia is terrible...

─ Heydar Jemal may have a terrible heart, that's why he thinks so, but we feel comfortable in our hearts. There are almost 80 Muslim parishes in Kazan, 50 or 60 mosques. It has never happened in the history of Russia that almost 8,000 mosques were built in 20 years. Who interferes? Educational institutions ─ if it works, please do it! If you want something else useful ─ no one bothers anyone. But it must be constructive, it must be able to. Unfortunately, there are people who did not find themselves in life, did not take place, offended by themselves and the whole society, and they are trying to project this on behalf of the whole people.

In Kazan, they want to erect a monument to Catherine II. What do you think about it?

─ The Tatars called her Ebi Patsha. As a member of the Public Chamber, a Tatar mufti, my position is simple: we need to consult with the people. If the inhabitants of Kazan do not mind, then this must be done. After all, she allowed the construction of a mosque, and under her leadership the spiritual administration of Muslims was created. I think that she is a worthy political leader, figure, because the first official Muslim structure was created under her. She was told: how did she give the land for the construction of a mosque to Muslims?! And she said: the mosque belongs to me, and the fact that the minaret is higher than the dome of the church, so heaven is God's domain, let them build it.

- She was so frightened by the Pugachev uprising that she realized that she needed to work with Muslims, to interact...

─ This is also a historical fact. They could have created another hotbed of tension, but they made the right decision.


“FOR MUSCOVITES, THE IMAGE OF A MUSLIMAN BECAME NEGATIVE”

- Do Muslims live comfortably in Chuvashia, in Moscow?

- It's comfortable in Chuvashia. I understand, I don’t go to the head of the region, they say, give us money, we will share it, and everything will be fine ─ there is legislation, there is a budget. We say: let's make the social component good - roads, kindergartens, schools. In Chuvashia, of course, there are few Tatars, but we have excellent modern schools and kindergartens. We have built mosques ─ 48, there is no need for more today. Why today in Tokayevo not a second mosque was built, but a “mahalla yorty”? Because now social and educational projects need to be developed.

- How about in Moscow?

─ The only issue that worries us today is the lack of mosques. There are four mosque complexes in total, and we are working on this issue. It is not easy, it does not depend on the authority of a person: many authoritative politicians, believe me, tried to talk with various officials, religious figures. We need to take such a difficult path - to work on creating a positive image of Muslims, creating a positive public opinion in Moscow. Unfortunately, the press has done a lot, and for Muscovites the image of a Muslim has become negative.

Together with both the national organization and the religious one, something needs to be done. We are following this path - for example, the Moscow City Duma project "Dialogue of Cultures" is being implemented: children attend synagogues, churches, come to us. About 100 schools have already visited us: I watch how they enter and how they leave ─ they are completely different. One boy even said that his grandfather forbade him to enter the mosque, saying that we are believers. He came in, then there was such a surprise ... There are Orthodox extreme views, and near-church organizations also escalate that, they say, it’s not necessary, this is an Orthodox city, there should not be mosques here. Although official Orthodox religious figures even wrote a letter to the mayor in support of the construction of the mosque.

- What is your relationship with Sobyanin?

- I have good relations with Sergei Semyonovich, we met with him more than once. He is a very specific person, he supports us. We also talked about the mosque, because we don't have a big mosque yet. Five years ago, we were the first to suggest that large worship services be held indoors so that Muslims would not be freezing outside, but would be able to pray in a warm room, and the Moscow authorities agreed to meet us, they help us in every possible way in allocating premises. Already 10 thousand people come to these services in the exhibition halls in Sokolniki. This is a very bright and beautiful room. We spread carpets, set up a minbar, install equipment, and we get such an area for collective prayer.

- Why are there few mosques in Moscow?

Let's be honest! How many regions do we have with a large number of Muslims? Tatarstan, Bashkortostan, the republics of the North Caucasus, and everyone has embassies in Moscow. Why can't the regions buy out separate buildings and set up spiritual and educational centers with embassies? Of course, someone alone will not be able to master this, but the republic can afford it: to make a multifunctional hall for prayers, a women's hall, a hall for children there. There are such people in Moscow. Even if 10 constituent entities of the federation establish such cultural centers, we would remove the issue, but simply say to the public that here, mayor, solve the issue. You solve the issue! He is on the surface, you just need the desire to do it, and this would be a big step in preserving national identity. This would be real support for fellow tribesmen in the capital.

- Are there many Tatars in Moscow?

- A lot. I do not agree with the figure of 300,000, which was recently named, this cannot be. In my opinion, Luzhkov spoke about the figure of 600 - 700 thousand. The second largest nation in Russia does not have cultural and leisure centers in its capital! There are about 200 theaters in Moscow, they say, but for some reason there is not a single Tatar theater, art school, national concert hall. If mosques cannot be built, why not give them?

- Will there be demand?

─ Why not? A group of artists from the Kamal Theater came - so there were full houses. Our people love to attend cultural and educational events. We, too, somewhere need to educate and introduce the future generation to our native culture.

─ How does Islam view theater?

─ It is good if there are normal works. Education must be everywhere, but we must go to the people. If where the people are going, we must be there. Another question is whether we will be able to build relationships with directors and artists? We must bring our views, universal, traditional values ​​to them and popularize them through the theater. And people will understand this, they just need to work.

- What is the current position of the ROC? There is a dialogue, don't you conflict?

─ The dialogue is good, we do not clash, we have excellent relations with His Holiness since the time when he was still a metropolitan. Just recently, together we opened a Russian hockey tournament for the prizes of His Holiness. There was a group of Muslim youth, and Orthodox guys - they played hockey together on Red Square. Then the guys flew to Solovki, where they played.

─ But it's not the ROC that's hindering you from mosques?

─ I think that it is not the Russian Orthodox Church, but certain circles that are wary of the development of religion in general. Another point is that we need officials who would not be afraid to take responsibility. In our country, they only try to shift responsibility onto each other ─ the system of power is cumbersome.

- How is the halal industry developed in Moscow? Is it comfortable for practicing Muslims to live there in this sense?(Lenar Sitdikov)

─ The seeker will always find ─ if a person wants to find halal food, he finds it. There are also private traders who bring halal meat from the villages, and shops at mosques, so the work is lined up. People are happy to go to halal restaurants where Majlis is held. There is Miraj, there is Idel, there is Kunak, it is difficult to get there on weekends - if you hold a Majlis, then you need to sign up in advance.


THE UNION OF ALL THE DUMAS OF RUSSIA IS NOT EXPECTED YET

- Will there be a unification of all the DUM of Russia into a single structure? What are your predictions?(Mukhametrakhimov)

Perhaps this would be the ideal form, but to be honest, it is not yet expected. If you look at the history of Russia, more than 227 years ago, two departments were initially created in Russia: the Taurida Muftiate in the Crimea and the Orenburg Mohammedan Spiritual Assembly. Mukhammedzhan Khusainov, our first mufti, at that time was an educated person, a military adviser, and he was asked to become the head of the department. He was an officer, a diplomat. There were already four departments in the Soviet Union: in Kazakhstan, in Central Asia, in the Caucasus and in Ufa.

Now there are many controls. Of course, there were talks that they should be united. But what we have today in fact is already difficult to change, it has settled down. There are muftis who lament: why are there so many departments? But you were in charge! Why did you allow it? Why didn't you see, overlooked? Why did you create such a moral environment that people left you? Why couldn't they keep it? Our colleagues, the leaders of that period, need to honestly admit this to themselves, try to rethink what happened, and try to correct, and not aggravate the situation.

- What are the key controls now?

The Central Spiritual Administration of Muslims in Ufa (TsDUM), the Council of Muftis of Russia, the coordinating center of Muslims in the North Caucasus. The DUM of Tatarstan is a separate structure. It so happened in the country that there are still almost two dozen independent DUMs, including the Moscow Muftiyat and the DUM of Chuvashia. Moscow was created in 2010, then the decision to create the DUM of Moscow and the Central Region "Moscow Muftiyat" was approved by the decision of the presidium of the TsDUM.

- Where did such a need come from - to create another muftiate?

Initially, such a decision was made by the Central Spiritual Directorate of Minds in order to strengthen its position in Moscow. Then, for unknown reasons, an epic delay began with documentation from Ufa, although we agreed that it would be prompt. It has been 8 months already, but without waiting for some papers, in 2011 we registered our organization as part of the Central Spirituality Center. And as usual, under the influence of the young professionals surrounding the sheikh, questions began to arise regarding our management in Moscow. At first, it was decided that it was necessary, by the way, the members of the presidium of the Central Spiritual Muslim Board insisted on this, who were later safely deposed from there. And then endless reproaches, doubts, moral squeezing began from my leader ... This is about the same as with the newly-made Supreme Mufti of the Central Spiritual Directorate of Russia Kamil Samigullin: they offered Khazrat to Kamil, and then backpedaled. I'm not the only one who went through this, but people who are faced with management in Ufa felt it on their own, as they say, shoulders.

And in Moscow it was no longer possible to go to an incomprehensible game, the decision was agreed upon. So our work continued. I still at that time remained the first deputy of Talgat hazrat, but we gradually began to have working internal issues on which we disagreed a little. For example, over-centralization of the structure. I tried to convey to the leadership that this is the wrong approach today. The trend of turning regional muftiats into incomprehensible in essence and by ear akhundism, belittling the authority of the region's mufti, depriving them of the right to make personnel decisions that are more understandable to him locally. When it is necessary to strengthen the work to counter extremism and terrorism, to strengthen the positions of the traditional Islamic structures, it is up to you, following the example of the Russian Orthodox Church, they decided to divide the muftiats of the regions into akhunds, like dioceses. Where is the level of work of the ROC and where are we? We should have, have had and, I think, will have our own model of the structure of Islamic organizations.

It got to the point that someone is trying to keep employees and colleagues only by the force of paper, expressed in charters and decrees, but this is no longer full-fledged mutual trust and cooperation, but something else, weak.

Why did I allow myself to disagree with this position? My little experience of 20 years of ministry in the region suggested to me that today, on the contrary, it is necessary to actively support the muftis in every possible way in their struggle to strengthen the positions of the traditional Russian theological school in countering extremism. The regions need strong, adequate, moderately independent, respected, not discredited muftis. Authorities who make personnel decisions. And then it turns out that your chapan is getting brighter, the turban is getting bigger, but you can’t influence anything. So it’s not the tsarist times of the 18th century on the street, everything is in dynamic motion, it is necessary to respond to challenges in time. And that's when the problems started. For example, in the Penza region. First, one imam was appointed, then a criminal case was brought against him, because he began to speak out against adherents of one of the traditional religions. When they turned to Ufa with the question that this is your man, they say, answer, they answered that they had been misled, that they did not know him there. The man was taken and abandoned. Although just recently they issued a document, a decree, a turban, then they say that we do not know it ...

Why interfere in the affairs of the regions? The region has its own mufti, who bears full responsibility, knows his personnel, knows people personally, he is closer to his people. Give the person the right to decide on the spot. The contradictions here are not due to the fact that I, as the mufti of Chuvashia, was losing my influence on the imams. Even then I foresaw that we were going to weaken the structure, and this would inevitably lead to a split. And then the muftis will turn out to be wedding generals.

“WE MEET WITH TALGAT HAZRAT AT EVENTS, TALK…”

What is the reason for your conflict with the Supreme Mufti of Russia Talgat Tadzhuddin? In 2014, Talgat Hazrat unexpectedly issues a decree on your removal from the post of mufti of Chuvashia and Moscow, but you did not obey him, and as a result you have such contradictions with him (Ayrat Akhmetzyanov).

In accordance with the federal law regulating the activities of religious organizations, we have brought the documents of the DUM of Moscow and Chuvashia into line. It is our constitutional right to freedom of religion. In the charter of the muftiate, we stipulated that we make the internal personnel decision ourselves, but canonically remain part of the Central Spiritual Directorate of Music. But this wording was not accepted by Ufa! They wrote through the Ministry of Justice a claim about the inconsistency in the use of the term canonical composition.

Thus, they forced to abandon this formulation. But the charter is not the main thing, it is not the Holy Koran. My colleagues are in my heart, in my memory. We have excellent relations with our Mufti colleagues who are members of the Central Spiritual Muslim Board. Maybe even better than before. And with Talgat Hazrat we meet at events, we communicate, but in the legal sense of the word, not in a single structure.

I have deep respect for the person of Talgat Hazrat Tajuddin as a leader and alim. No matter what they say, no matter how they treat them, these people have earned respect in the Islamic community of the country. And in spirit, of course, I am close to the course of the Orenburg Mohammedan law of the spiritual assembly, the predecessor of the TsDUM. That 225-year experience of interreligious dialogue, Russian-Tatar, Turkic-Slavic, if you like, dialogue, we cannot lose. This is our great heritage, the heritage of our ancestors, it needs to be further developed today. And the Central Spiritual Directorate of Russia, I think, needs to look for new, modern management approaches, methods and forms of strengthening it as a structure. The entourage of Talgat hazrat, if they value him, should, in my opinion, try to help him think about this.


-Today, the DUM of Chuvashia is under your control, and the Moscow administration?

In Chuvashia, a congress was convened in 2013, and I raised the question of the possibility of releasing me from the position of the Mufti of the Republic in order to fully concentrate on work in Moscow, because the Public Chamber has a big load, and I have a family. But all our 47 imams reacted very clearly and clearly: “Hazrat, together for more than 20 years, we have worked for your authority, you are our religious leader, and now let your authority work for us. How many years do you need to lift another now?

And that was a big deal for me. Imams, Muslims trusted me, I introduced myself everywhere in the name of Muslims, and now it would be wrong to simply refuse, take a position convenient for oneself and leave them. I understand what it costs, I had to create the structure myself. But my proposal to separately approve the powers of the chairman of the DUM of Chuvashia in the person of Mansur hazrat Khaibullov was approved by the congress, we were given full confidence, and I remained, as before, the mufti of the region.

- What is the Moscow muftiate like?

We have 20 Muslim parishes, a residence building and a prayer hall for 250 people. Now we are working on several more objects in the capital, we are working on the topic of allocating a land plot, building a complex of an Islamic cultural and educational center with a mosque on the territory of new Moscow. Sergei Semenovich Sobyanin promises to consider and study our request. I would like to hope for a positive decision of our appeal. This decision would be an effective contribution to strengthening the position of traditional Islam in the capital.

With the support of the Moscow government, for five years we have been holding Ramadan and Eid al-Adha in specially designated indoor comfortable pavilions stylized as a mosque, where up to tens of thousands of believers come. We have a debating youth club, a women's club, a Sunday school, and a council of aksakals. We are in close contact with the mosque on Khachaturian Street, where I sometimes hold Friday services.

- The DUM of Moscow is an independent structure, but who are you focused on: Gainutdin, Tatarstan, Tadzhuddin?

─ We are an independent organization. Of course, we are closer in spirit to the course of the TsDUM, we are canonically similar in convictions. We hope that the time will come and we will unite, although we are not yet ready to name a possible design. But if there is a desire, it can always be invented. Many in Russia expected with hope, not for the first time believing the respected sheikh, that he would transfer powers to Khazrat Kamil, and two large Tatar muftiats would unite. Unfortunately, this turned out to be another political move, or I don’t even know what to call it ...

- Could Khazrat Kamil lead the united muftiate?

─ I think I could. But there would be other religious figures nearby, they would support me, I would also help as much as I could. You see, believers, and most of all the young part, have disappointment in religious leaders. People, Muslims are already tired of intrigues, this theater of the absurd.

Don't you think that a Muslim doesn't care - there is a spiritual administration, there is none ─ what difference does it make to him? He has his own life, his own attitude towards the Almighty, he reads the Koran, but what does spiritual control have to do with it?

- What you have just said is a very terrible thing... Unfortunately, some muftis are becoming more and more officials. In Soviet times, people and religious leaders were on the same side, but now there is a kind of crack between religious leaders and believers.

─ How can a Mufti help a Muslim?

- The Mufti and his department can do a lot if they wish, this is an official structure recognized in the country with a trust status.

─ People also go to work, pray, buy books, watch TV, they can go on the Hajj ─ he is neither good nor bad from the existence of a spiritual administration...

─ Where do people get these books from, who prints these books for them? Where do they listen to sermons? Who organizes the Hajj, builds mosques and madrasahs, registers property, land plots, pays taxes, salaries to employees, funded pension contributions? Official religious structures! We received this form of activity 228 years ago, for the first time at that time the tsarist government recognized religious institutions uniting Muslims in the person of spiritual administrations.

─ A person cannot be appointed as a spiritual leader, he must earn it. Therefore, the struggle of the leaders of the muftiats is, rather, a political showdown among themselves.

─ Ordinary Muslim parishioners tell me that it is unpleasant for them to see all this. Both religious figures and ordinary imams are also in disarray, they want to somehow stop this. We, believe me, are looking for ways to unite.

- Your orientation towards Ufa is clear. What do you dislike about the Council of Muftis, their policy? Do you disagree ideologically or organizationally?

─ From an ideological point of view, I don't quite agree with the position of their leadership that they are taking - it seems to me to be too aggressive. And the very comparison of the Islamic fact in Russia is not entirely clear to me sometimes. Although in the structure the vast majority of very good, very intelligent people, sincere religious leaders.

- One gets the impression that your Moscow Muftiate is a kind of alternative to the Council of Muftis of Russia, created right on its territory. Are you supported by political forces, the Putin administration?

─ The Almighty always supports me, I feel His support. If you think like that, then you can remember how Ravil hazrat created the spiritual administration in his time. I hope that he himself, as a person who has gone through this path, does not see us as competitors. He was a very close person, secretary and relative of Talgat hazrat, but then there was a need to create his structure. Me and Ravil hazrat here understand why he became independent. Moscow is a very large, complex metropolis, and if you really puzzle yourself with work, there will be no time to sort things out. In some capitals of Muslim countries, there are several hundred regional muftiats, and they are engaged in real service to God and Muslims.

What is your logic? The introduction of another Muslim factor?

- Today there are de facto religious organizations that are not part of either the Central Spiritual Muslim Board, or the RMC, or the CCM of the UK, and there is a need to coordinate their joint activities.

- Have you already entered the capital's establishment, are you invited to the Moscow Kremlin for events? That is, where Tadzhuddin, Gainutdin, Berdiev are, are you there too?

─ Yes, I am also invited.

- What is Kazan for you: a competitor, Mecca or a city that does not function as the capital of all Tatars?

- Ordinary village people often say thank you to Kazan, thanks to it they have risen, because our products have always been sold in Kazan. People are grateful for this. In Soviet times, everything was forbidden, but they carried meat in bags by train Kazan ─ Moscow, they traded, although there was an article for speculation. Kazan helped us not to isolate ourselves, not to close ourselves only in a religious environment, but enriched us with a cultural component. It is hard not to say about the huge contribution of the national-cultural autonomy of the Tatars of Chuvashia, which has done a lot to harmonize interethnic relations, including thanks to the position of cooperation between the NKAT and the DUM of Chuvashia, we managed to maintain a balance of involving the Tatars in culture and religion.

Are you spiritually oriented towards Kazan? Or are the Mishars themselves cool?

─ You can spiritually orient yourself towards the source of spirituality. This, of course, is not only the buildings of Kazan, that is, its material part, but first of all these are people, carriers of high spirituality. The more such leaders in Kazan, the more they will be guided by it. A house where a guest is well received is always desirable to visit. So it is here: Kazan is like a big Tatar house, if guests are expected and welcomed in it, then, of course, everyone will be drawn to it. For example, the CGT - how they know how to receive guests not only from Russia, but even from foreign countries. There is a good word for everyone.

- Political leaders in Tatarstan are powerful.

─ We believe that Rustam Nurgalievich Minnikhanov is the president of not only Tatarstan, but of the entire Tatar world, and Mintimer Sharipovich is the chief wise aksakal of our people with unquestioned authority. There is only one national leader in our country - Vladimir Vladimirovich Putin, that's for sure, and the Tatar leader is Rustam Nurgalievich.

- I heard that you were offered to head the DUM RT, but you refused. Why? Or is it just rumors?(Zaripov)

- There were consultations, but it was not after Faizov, but before him. But then I had already decided on Moscow. I think that in Tatarstan there are a lot of worthy people who work well.

─ Can Kazan claim the title Muslim capital of Russia? (Damir Mustafin)

─ As I said, it all depends on the house and the owners. There are houses where good owners, who always welcome you joyfully, say good words, you always want to visit. And there are cottages that are like cemeteries: you won’t go in there, you won’t go out, they won’t even offer you a cup of tea there. Maybe I'm exaggerating, but nevertheless it's the same in life. If you are treated well, if your Tatar muftiate, national organizations, other structures can build relationships with partners, then, of course, these relationships will exist. All the same, a lot depends on personal relationships, so that there is no room for chill.

Can Kazan be a Muslim capital? I will tell you honestly that for the Tatar population, probably yes, because for the Tatars of Russia and the world there is no other capital city like Kazan. It is expressed everywhere: in music, in literature, in art - in everything. But the Caucasus has its own history, its own capitals, you can’t impose it by force, you don’t have to take this path ─ it will be dishonest.

Prudently and correctly, Article 14 of the Constitution of the Republic of Tatarstan provides for the provision of support for the development of the culture of Tatars living outside Tatarstan. I testify that Tatarstan in this vein is carrying out extremely useful activities aimed at uniting the country.

But I would like to note one thing: in Moscow, I think, the work is not organized correctly enough, you need to work with all Tatars-Muscovites, and not just with the community, without dividing them into “ours” and people from other regions. The plenipotentiary representation, representing the political and economic interests of the republic in the capital, should not forget about its social and social burden, designed to strengthen the role and position of the Tatars of Moscow. Not just to use the historical presence of the Tatars in Moscow, its powerful intellectual potential, but also to try to solve the pressing issues on the agenda.

“I FEEL IN MY HEART THAT THE LORD LEADS ME”

- I read in your biography that in 1991 you were muezzin and second imam of the Central Cathedral Mosque of your native village. But you were only 15 at the time! And at the age of 18 they became the mufti of Chuvashia. How could this be? And what brought you to God in general? (Denmark)

─ I have now come to this conclusion, but before that I did not understand that it was my mentors, fellow villagers who went through hunger, and cold, and revolution, and war, and were captured by the Germans. For example, my mentor Minialim Fatkulov died at the age of 87, he was still in captivity after the war. They had a completely different attitude towards Islam, there was a special agreement with God: they promised the Almighty that if they survived, they would devote their lives to God. He and his friend from Tokaevo escaped from captivity, where they served in the funeral team. He told such terrible and terrible things ... He dreamed that his teacher gave him an ax and said: here are the trees for you, make a log house out of them and build a mosque. He later became an imam. In the village, the roads were not very good, in summer the evening and morning prayers are very close, and they spent the night in the mosque, and I with them.

I remember once in the morning prayer, when I read Sura Yasin, he began to cry. Babai was moderately demanding, tough, but treated with love, they could instill love for Islam. Once we went to the Majlis, and there one babai said: “Who brought him, who invited him?” He started mocking me. And I'm young, I took it and left. And my mentor says: “Go, return him, this boy will still be useful to you. If you do not return it, I will not hold the Majlis.” I realized that they seriously invested in me. Maybe I was their project. On May 18, 1994, 22 imams elected me as a mufti.

- In Tatarstan, a mufti was elected at the age of 28, you were elected at 18... Muslims always respect older people, and here is such a young guy. Isn't that nonsense?

─ This is nonsense, but the imams decided so. Since childhood, I have been with women, for them I was like the son of a regiment. ─ But I didn't leave Him.

- There were all atheists in Soviet times.

─ My parents were believers, maybe they didn't express it, but my grandmother and aunt put it all in me. The director of the school dissuaded me, said why you need it. One babai in the mosque tried to dissuade me, they say, why do you need this. I have such secret things that I would not like to talk about ... But I will tell you: I feel in my heart that the Lord leads me, shows me, therefore I know that He is near.

Did you continue to receive education after becoming a mufti?

─ Yes, of course. Firstly, I graduated from the faculty of Chuvash philology - it was important and interesting for me to study the Chuvash language, because there are many words of Arabic and Turkic roots. In Chuvashia, an initiative group translated the Koran into the Chuvash language, I also took part in this, so it was necessary to understand. Maybe I don't remember everything, but the Chuvash language is very interesting. Then he graduated from the Academy of Civil Service in Moscow. As for the religious part, I first studied in Kazan, at the mosque of the 1000th anniversary of the adoption of Islam, then I graduated from the Islamic Institute in Ufa, I visited various short-term courses abroad. I try to read a lot, I work on myself.

─ What do you think is the best translation of the Koran into Russian?

─ When I prepare for a sermon, I try to look at different translations. Osmanov's translation is very good, Ibn Kasir, Muntahab ─ interpretation of the Holy Scriptures, I also read our old Tatar tafsirs.
