The article discusses the modern requirements for higher education system, the Program of Strategic Development of Izhevsk State Technical University named after M.T. Kalashnikova. The strategic objectives of the university is to train personnel capable of improving the competitiveness of high-tech sectors of the economy. To improve the educational process, new educational programs are being created at the university, the preparation directions requested by the market and potential employers are opened. University management as a complex system is carried out at different levels: the level of the rektakes, faculties and the department. The authors allocate the department as a basic university unit. The departments create curriculum and programs, research and development are underway. Therefore, the effectiveness of the university as a whole depends on the efficiency of work of the department. The combination of the department head in the university management system of three roles - a scientist, teacher, manager, contributes to the harmonious development of the department in all directions.

In the XX century, the leading countries of the world are moving to the post-industrial stage of development. Not the resources, but knowledge begin the greatest value. In this regard, before our country, the task of the reform of the education system is faced.

With the intensive development of technology, the ubiquitous introduction of new information technologies increases requirements for the quality of education of the population, professional competence of workers, timely retraining of personnel.

The leadership of the country in various spheres is impossible without supporting on a high-quality and large-scale education system. Over the past 20 years, the economic and political realities of the lives of Russian society have changed. The field of education did not always respond in a timely timely to these changes and satisfied the new requirements of society. There are problems as educational standards, quality of teaching, in organizing and ensuring the educational process. The Russian education system may and should be successfully competing with the education system of other countries.

One of the main directions of modernization of education in Russia should be improving its quality. Special attention should be paid to the field of higher education, since it is here that specialists are being prepared for all sectors of the country's economy, fundamental and applied research begin.

The higher education system should actively implement new innovative forms of training, while maintaining the best traditions of research activities.

When conducting reforms, it is necessary to take into account the requirements for education from the state, production, business and citizens themselves. At the same time, actual trends are analyzed, other countries experience. Educational policy should become more flexible, be able to quickly adapt to new conditions, use new features.

In a market economy, education becomes one of the types of services. Only competitive educational institutions can survive in the educational services market. Competitiveness is achieved by improving the quality of education, improving the organization of the educational process, improve the qualifications of teachers. At the same time, not only the form, but also the content of education should be changed. The effectiveness of the implementation of changes is manifested in maximum improvement of knowledge with possible minimizing resource consumption.

The main directions of development in the field of education are enshrined in the new law "On Education in the Russian Federation", which entered into force on September 1, 2013.

The university is interested in a qualified teaching staff, therefore conditions are created to improve the skills of employees, international internships are organized to exchange experience. Special attention is paid to the work of postgraduate studies and doctoral studies, the science and scientific research is being mastered, the activity of graduate students and applicants is maintained, measures to encourage young scientists and teachers.

The university is a complex system. Management of this system is carried out at various levels: the level of the rektakes, faculties and departments.

The department is part of the structure, the initial basic university unit. It is the department that provides a direct educational and educational impact on students. The vision and mission with the development of the processes of globalization and internationalization of the economy and business before the higher education began new objectives. Preparation of professional personnel capable of working effectively in the changed conditions of the global market and constantly updated information technologies. The Department "Philosophy, History and Law" of the Branch of the Financial University under the Government of Russia in Novorossiysk has been working on the implementation of a financial university on the strategic goal of the future until 2020, which is to fulfill the mission of the leading scientific, research, educational, methodological and consulting center in the field of financial - Economic Sciences, which is among the advanced world universities and carrying out significant theoretical and practical contribution to the innovative development and global competitiveness of Russia.

The optimal system of vocational education is created, the multi-level structure of higher education, which meets modern requirements. This requires from the branch and, accordingly, from the department in its composition of the creation of conditions for the phased introduction of the level of personnel training, the introduction of qualification (professional) standards on the field of activity, new state educational standards of the 3rd generation.

The Department of Philosophy, History and Law of the branch of the Financial University under the Government of Russia in Novorossiysk sees its mission in the formation and satisfaction of intellectual, scientific and moral needs of the person, society and the state. The department focuses its efforts to contribute to the qualitative preparation of highly professional specialists and scientific personnel capable of setting and solving topical scientific, production and socio-economic tasks, actively participate in strengthening the economic potential of the Krasnodar Territory, the Southern Federal District and Russia.

Optimization of learning methods, introducing new educational technologies to the educational process and the active use of information resources is an important direction to improve the quality of the preparation of modern specialists. In this regard, the most important task of the department is to improve the quality of education by increasing the independent work of students with the involvement of modern educational technologies.

This is due to the fact that competence ultimately manifests itself in behavioral practice, and we judge about it, based on the analysis of human behavior. In the social environment, as in management, the most valuable aspects of behavior affecting the perception of their carriers and the results of their actions are allocated: cognitive, emotional, energy. Each of them is present in the behavior of the head of the Department of the University.

Secondly, Information competence can be represented as a model of effective behavior, a component of the essence. The components of the behavior underlying information competence include:

3. The prognostility of the strategy is related to its focus on the future, the implementation of not only relevant, but also promising, expected, projected needs, both internal and external needs.

4. The system and program-target nature of the strategy allows the department as part of the university system, and at the same time as an independent system, while determining the purpose and intended results with the methodology for checking the achievement of these goals, which itself demonstrates the final results or intermediate options for achieving goals.

5. The processability of the strategy is to use advanced rigidly structured technologies (multimedia approach - multimedia technologies).

The development strategy model is a triune system that promotes the solution of developing and managerial tasks (Scheme 1.).

Such objectives include the tasks of harmonization of the interests of the department as a structural unit of university, the tasks of formulating a clear and agreed goal; tasks of increasing loyalty to the group; tasks of improving communications (both external and internal); Tasks to increase responsibility for the work performed by members of the department.

The model is built on the basis of two basic patterns:
