1.1. 2.3. Requirements for sections of the main educational program of primary general education:

2.3.5. Programs of individual training subjects, courses should ensure the achievement of planned results of the development of the main educational program of primary general education and are developed on the basis of:

2.3.6. 2.3.8. The program of correctional work should ensure the psychological and pedagogical support of the educational and extracurricular activities of younger students.

Monitoring the dynamics of the development of children, their success in the development of the main educational program of primary general education;

2.3.9. 3. The procedure for the development and approval of the main educational program of primary general education

1. General Provisions

1.1. I. General provisions

1. This procedure determines the rules for the development of exemplary basic educational programs, conducting their expertise and maintain the register of exemplary basic educational programs (hereinafter - an exemplary program).

This procedure does not establish the features of the development, examination and inclusion in the register of exemplary basic professional educational programs containing information that make up public secrets, and exemplary basic professional educational programs in the field of information security.

2. Exemplary programs are developed by:

basic general education programs (educational programs of pre-school education, educational programs of primary general education, educational programs of basic general education, educational programs of secondary general education);

the main professional educational programs (educational programs of secondary vocational education - training programs for qualified workers, employees, programs for training middle-level specialists; educational programs of higher education - undergraduate programs, specialist programs, program programs, programs for training scientific and pedagogical personnel in graduate school (adjuncture), by the programs of the ordict, the internship assistence programs);

basic educational programs in part of training items, courses, disciplines (modules).

3. Exemplary basic educational programs are developed by accounting for their level and focus on the basis of federal state educational standards, unless otherwise established by the Federal Law of December 29, 2012 N 273-FZ "On Education in the Russian Federation" 1. 4. Exemplary programs are developed in Russian and in accordance with this Procedure.

5. Projects of exemplary basic general education programs are developed by order of the Ministry of Education and Science of the Russian Federation and (or) educational and methodological associations in the general education system, the projects of approximate major professional programs are developed by participants in education relations (hereinafter referred to as developers).

II. Examination of projects of approximate basic general education programs

6. Projects of approximate programs are sent by developers to organize expertise to the Council for approximate basic general educational programs (hereinafter referred to as the Council) created by the Ministry of Education and Science of the Russian Federation.

7. The Council within 7 working days from the date of receipt of the draft approximate program sends it to the organization-defined expertise (hereinafter referred to as an organization) and places the "Internet" information and telecommunication network on the website FGOSREESTR.RU to inform the public .

The examination of exemplary basic general education programs, taking into account their level and focus (in terms of regional, national and ethnocultural characteristics), authorized state authorities of the constituent entities of the Russian Federation are attracted.

Exemplary programs in terms of training items, courses, disciplines (modules) aimed at obtaining learning knowledge about the foundations of the spiritual and moral culture of the peoples of the Russian Federation, on the moral principles, the historical and cultural traditions of world religion (world religions), are examined in centralized religious Organizations for compliance with the creation of the creation, historical and cultural traditions of this organization in accordance with its internal establishments 4.

8. The organization within a month after receiving the project of the approximate program prepares an expert opinion and sends it to the Council.

10. According to the results of the review of the project, the Council accepts one of the following decisions:

III. Conducting examination of projects of approximate major professional programs

14. Projects of exemplary programs are sent by developers to educational and methodical associations in the system of vocational education for the organization of the examination.

15. Exemplary programs in terms of training items, courses, disciplines (modules) aimed at obtaining learning knowledge about the foundations of the spiritual and moral culture of the peoples of the Russian Federation, on the moral principles, the historical and cultural traditions of world religion (world religions), are examined in centralized religious Organizations for compliance with the detention of the creation, historical and cultural traditions of this organization in accordance with its internal settings 6.

17. The organization within a month after receiving the project of the approximate program prepares an expert opinion and sends it to the Council.

18. The draft exemplary program with the accompanying expert opinion is considered at a meeting of the educational and methodological association in the system of vocational education within 30 working days from the date of their receipt.

19. According to the results of the draft project, a teaching and methodological association in the vocational education system takes one of the following decisions:

a) approve the approximate program;

b) approve the approximate program and translate the previous approximate program to the archive section in the registry;

c) reject the draft approximate program;

d) direct the draft exemplary refinement program with subsequent re-examination at the Council meeting.

20. The decision of the educational and methodological association to the professional education system is drawn up by the protocol, a copy of which within 5 working days from the date of decision is sent to developers.

21. Upon admission to the educational and methodological association in the system of professional education of a finalized project, on which it was decided to referred to refinement with subsequent revision, re-placed the specified project on the site, its examination and consideration in accordance with this Procedure.

IV. Register of exemplary programs

22. The register of exemplary programs (hereinafter referred to as the registry) is a state information system 7, which is conducted on electronic media and operates in accordance with uniform organizational, methodological and software and technical principles providing its compatibility and interaction with other state information systems and information and telecommunications networks.

23. The information contained in the registry is publicly available 8.

24. Organizations that are given the right to maintain the registry are established by the Ministry of Education and Science of the Russian Federation 9 (hereinafter referred to as the operator).

25. Registry maintenance is carried out by the operator by:

submission to the register of exemplary programs, details of the decision to approve the approximate program, the transfer of exemplary programs to the archive section, according to which such a decision was taken, the details of the decision to transfer an approximate program to the archive section;

technical support of the registry function;

automated processing of information contained in the registry;

providing access to approximate programs contained in the registry;

ensuring the safety of the information contained in the registry;

ensuring the protection of information contained in the registry.

26. Registry maintenance is carried out using the use of technical and software tools that have passed the appropriate check and certification.

27. The exemplary program after approval is sent by the Ministry of Education and Science of the Russian Federation or a teaching and methodological association in the professional education system within 10 working days to the operator.

28. The operator places an exemplary program in the registry within 5 working days from the date of its receipt.

29. The decision to transfer to the section of the archive of an approximate program included in the registry is sent by the Ministry of Education and Science of the Russian Federation or a teaching and methodological association in a system of vocational education within 10 working days from the moment of the adoption of such a solution to the operator.

30. The operator translates the approximate program included in the registry to the archive section within 5 working days from the date of receipt from the Ministry of Education and Science of the Russian Federation or a teaching and methodological association in the vocational education system of the relevant decision.
