Analysts of the brokerage company Colliers International shared this forecast with RBC Real Estate. Work on the improvement of the second segment of the Garden Ring (the first was reconstructed last year) began at the end of April.

According to the consulting company CBRE, now a quarter of all commercial space on the first line of the Garden Ring is occupied by companies in the field of beauty and health: beauty salons, nail and massage studios, and dental centers. “For this category of operators, their clients, as a rule, are not random passers-by, people go to most salons purposefully and even to a specific specialist. Accordingly, the reconstruction will have a minimal impact on this group,” says Oksana Kopylova, Deputy Director of Market Research at CBRE.

But part of the spontaneous traffic may be lost by cafes and restaurants located here, which account for about a quarter of all commercial space in the Garden Ring zone, she adds.

Analysts interviewed by RBC-Nedvizhimost admit that some tenants, primarily small start-up companies, will not be able to survive the three-month period of reconstruction of the Garden Ring and will be forced to move from here to neighboring streets.

“With the start of full-scale reconstruction of the Garden Ring, the cost of one parking hour increased to 300 rubles, so many motorists switched to the metro. Business reacts painfully to such changes - scaffolding blocks signs, some profiles are closed for the period of repair or a period when customers and buyers actually have no access to the entrance group. The burden is especially heavy for small networks with a small share of the profitability risk coverage of the network point at the expense of other brand players”, - confirms this forecast, the leading consultant of the retail real estate department of Cushman & Wakefield Maryana Matueva.

Today, the average rental rate in the Garden Ring zone, according to CBRE, is about 70 thousand rubles. for 1 sq. m per year. At the same time, individual premises, for example, in the area of ​​Smolenskaya Square, can cost 120-170 thousand rubles. for 1 sq. m per year. In 2016, tenants actively discussed and lobbied for a clause in the lease agreements providing for a significant discount (up to 40% of the rent per month) or a net percentage of the turnover during the renovation period, or even rental holidays for the same period.

However, the owners were not ready to meet such measures - professional landlords preferred to wait out the reconstruction period than to provide additional benefits and bear the risks of the partners' business. As a result, by autumn, when construction work on Sadovoye was completed, the share of vacant space in the street retail segment on this highway reached 17.6%, which was an absolute record in the entire history of the market, analysts from the international consulting company Knight Frank found out.

More often than others, the reconstruction factor affects the decisions of the expansion of new networks, the interlocutors of RBC Real Estate note. Well-known and experienced players continue to develop in the presence of promising retail space potential. The visual improvement of streets with low pedestrian conversion does not affect the decision of tenants to open new retail spaces. Retailers still ask for high conversion plus parking, rare players are ready to play the role of an anchor tenant and generate street retail traffic (both pedestrian and car) on their own. Maryana Matueva believes that this season the fluctuation of rental rates for newly concluded contracts will not exceed 10% of the current figures.

After the reconstruction of the Garden Ring, interest in commercial premises located on it will grow by at least 10%, Colliers International predicts. “We expect changes in the profiles of Garden Ring tenants - the emergence of new network and individual catering operators, impulse demand stores focused on pedestrian traffic. Now vacant premises on Sadovoye are increasingly filled with catering companies, grocery operators, drogerie stores, while previously most of the areas of this shopping corridor were occupied by banking service operators,” says Ekaterina Podlesnykh.

According to Knight Frank's forecast, there is no point in waiting for a change in the profile of tenants on the Garden Ring in the near future; the main city highway will react to the current improvement with any changes no earlier than in 1–1.5 years.

Recall that this year, within the framework of the My Street program, it is planned to reconstruct three quarters of the Garden Ring - from Dolgorukovskaya Street to Zubovskaya Square, plus adjacent streets, squares and squares. Fortunately, cosmetic work will be carried out on the ring this year: the roadway will be narrowed, doubles will be made, landscaping will be done, and public transport will be pulled to the surface.

The other day, reconstruction projects were posted on the government procurement portal, including the organization of traffic after completion of work. I propose to discard the issues of price and quality of work, and look at the ring from the point of view of urban mobility and the quality of public spaces in the city.

Pedestrians and public transport

I have combined these two categories for a reason - they are interconnected: a pedestrian becomes a passenger only at the moment of entering the vehicle. That is why the term "last mile" exists - this is the distance from public transport to the final point of the route (and from the initial to transport, respectively). Therefore, good public transport requires comfortable and safe street access routes.

Now there is an aggressive environment for pedestrians on the Garden Ring: noise, poor air quality, dirt, the inability to cross the street normally, and so on. The picture is similar with public transport: there is no dedicated lane, due to tunnels and overpasses, stops are located far from metro stations and other hubs. In general, everything is sad. What will change?

It was possible to narrow even down to three lanes - exactly three lanes in all tunnels and overpasses, that is, these are the narrowest places on the ring. It is these bottlenecks that determine the throughput of the entire ring.

In short, the ring should run better, despite the decline in the number of lanes.

I have already partially said about the new U-turn in RIA Novosti. As well as about parking at the Red Gate and Gorky Park. Maybe I will repeat myself a little, but I really miss: a dedicated lane on the Garden Ring; duplication of underground passages by ground ones; new links and traffic lights; bike paths; tram; Sukharev tower.

Serpukhovskaya Square turned out very well - this is a breakthrough. The return of public transport to the surface is also a big deal, this need has been talked about since the construction of these same tunnels and flyovers.

If now Sadovoye Koltso is negative in terms of the usefulness of the street, then after reconstruction it will take a place between 3 and 4. Yes, the ring will still not become a full-fledged street - the balance is heavily outweighed in favor of cars with all the ensuing negative factors.

In 10 years, when overpasses and tunnels begin to be demolished, public transport and bike paths are given priority, the street will begin to live in a new way, and photographs of Zubovsky Boulevard of the 2016 model will be shown to children along with a film about Frankinstein.

Moscow Mayor Sergei Sobyanin announced that more than 80 city streets will be improved in 2017. Based on the amount of work and funding, Moscow expects an even larger improvement than in the past two seasons. Thus, the work will unfold on 13 city embankments. Earlier, the City Hall reported that the improvement in 2017 will affect the Smolenskaya, Moskvoretskaya, Bolotnaya and Yakimanskaya embankments. Vice Mayor of Moscow Pyotr Biryukov said at a meeting of the presidium of the city government that as a result of the work, 16 km of pedestrian space will be created.

According to Mr. Biryukov, this year it is also planned to complete the earlier reconstruction of the Garden and Boulevard Rings. In particular, the official explained that if last year only 4 km of the Garden Ring was equipped, then in 2017 it is planned to repair a 13-kilometer section of this highway (with a total length of about 16 km). In addition, Tverskaya Street is waiting for a new renovation - on the section from the Boulevard Ring to the Belorussky railway station, and with a parallel arrangement of Tverskaya Zastava Square. Recall that in 2007, the city authorities began the reconstruction of this area with the aim of building an underground shopping center and a road junction (to organize traffic without traffic lights along the Leningradskoye Highway). But then the project was frozen, and its investor, AFI Development, received compensation from the city (its amount was estimated at $200 million). The capital's mayor's office made it clear that such impressive construction projects near the Belorussky railway station are not planned; it is possible that a monument will reappear on the square (until 2005 there was a monument to the writer Maxim Gorky).

Finally, the authorities plan to more than double the construction and commissioning of storm sewers. Recall that in the summer of 2016, the number of flooding of streets in the center of Moscow increased sharply: Mokhovaya Street, Manezhnaya Square, Novy Arbat, Leninsky Prospekt, Profsoyuznaya Street and dozens of other addresses were under water after the rains. In the city hall, at first they spoke about abnormal precipitation, but then the same Mr. Biryukov admitted that the problem of water drainage was created by the improvement of the streets. At the State Unitary Enterprise "Mosvodostok" then they specified that the storm grates were clogged with construction debris. The authorities promised to develop a project to replace or repair underground collectors at 119 addresses: Pyotr Biryukov announced the readiness of such a document yesterday at the mayor's office. According to the official, 40 km of storm sewers will be built at 119 "problematic addresses", while last year only 16 km of such communications were completed.

On April 10, the selection of the majority of contractors for the reconstruction of the Garden Ring in 2017 under the My Street program was completed.

The results are surprisingly similar. They require good analysis, let's start with the first 5 contests.

Segments 5 and 8 will be reconstructed by Technoconcept LLC, 6,7 and 9 - by ARPT JSC (which lost segments 5 and 8 to Technoconcept).

It seems that there is nothing remarkable in the competitions - everywhere there is a certain price reduction (within 5%), everywhere there are several participants - all the competitions took place.

And it would be possible to relax on this and wait for the start of work in order to take control of compliance with the rules and the project. But no, the Moscow authorities won't let us relax - wherever you go, there are violations everywhere. Not without them in this case.

Moreover, unlike the petty dirty tricks that are usually inherent in tenders for a construction site in Moscow, here people immediately committed a criminal offense. (No, there were also minor mischief - the project documentation was posted in the competitions only after my complaints to the FAS.)

What is the essence of the crime? Everything is very simple - LLC "Technoconcept" and JSC "Agency for the Development of Advanced Technologies" entered into a cartel, that is, they committed a crime under Art. 178 of the Criminal Code:

Restriction of competition by concluding an agreement (cartel) restricting competition between economic entities-competitors, prohibited in accordance with the antimonopoly legislation of the Russian Federation, if this deed caused large damage to citizens, organizations or the state, or resulted in the extraction of income on a large scale, -

However, I not only found this connection, but also documented it. Since it is obvious that two structures that did not constitute a group of persons participated in the competition (which would allow circumventing the restrictions of the antimonopoly law), the presence of a carefully concealed connection between them almost unequivocally indicates collusion.

Separately, it should be noted that these documents were available to the commission of the customer, that is, they knew about the existence of a connection there. Thus, the circle of participants in the crime has expanded dramatically ...

According to the procurement documentation, the participant must have "experience in the execution (taking into account the succession) of the contract (agreement) for the performance of relevant construction works for the last 3 years before the date of filing an application for participation in the relevant tender or auction", "at the same time, the cost of the previously executed contract (agreement) ) is at least 20 percent of the initial (maximum) price of the contract, agreement (lot price), for the right to conclude which the procurement is being carried out.

In the course of consideration by the Federal Antimonopoly Service of the complaint of one of the potential participants in the procurement regarding this requirement, the representative of the customer stated that “according to the appendix “Terms of Reference” of the Auction documentation, the main scope of work is repair work, construction work of capital construction objects, namely, repair of roofs, facades, installation of sidewalk pavement at the expense of the roadway, repair of storm sewers, repair of manholes on the roadway and on the sidewalk, repair and transfer of rain gratings on the roadway, installation and repair of stair descents, installation and repair of retaining walls, installation of a storm water inlet tray, installation of an onboard granite stone. Based on the foregoing, the Customer, the Authorized Body established a requirement for procurement participants to have experience in performing work on the construction, reconstruction and overhaul of capital construction facilities. »

And now we raise our eyes up and look at the date of issue of the SRO approval certificate for Technoconcept LLC. Yes Yes, 06.03.2017 , a few days before the submission of documents for the competition. He did not have any other permits, that is, the company NEVER performed construction work at all, and even in the amount of 200,000,000 rubles, as required by participation in more than billions of dollars of competitions - even more so.

But the entire commission of the customer, Technoconcept LLC, joyfully allowed participation, and then recognized it as the winner.

Materials about all these violations will go to the Main Control Department, the Federal Antimonopoly Service and the Investigative Committee today. Contracts have not yet been concluded, there is a chance that they will not be concluded. Because when construction begins with fraud, you can be sure that it will end with disgusting quality and a waste of funds.

And Muscovites will swallow dust all summer long, and then stumble on poorly laid tiles.
