The procedure for connecting electricity to a private house. How to connect electricity to the site? Rules for connecting electricity. Connecting electricity to a house on the site: current standards

How to connect electricity to a house, cottage or plot (how to join the electrical grid) or “electricity online”.

All those who decided to build a private residential building in the city or in the country are faced with the problem of connecting the newly built house to the power grid. Almost all home owners have encountered this problem: it is unclear where to go and what needs to be done, how much electricity costs, and also who connects it.

In this article, we offer instructions for connecting a newly built residential building to the electrical grid and connecting the electricity.

So, what actions does the owner of a house or cottage need to perform in order to connect electricity to the house?

First, we suggest considering the issue of connecting to electrical networks. private residential building, whose owner is not member gardening non-profit partnership(SNT or DNT).

1. You need to contact the network organization (whose organization owns the power lines), whose electrical networks are located at the shortest distance from the boundaries of your site.

2. A list of documents must be submitted to this network organization:

  • application for technological connection (an example of an application is given in the section "Consumer's Handbook");
  • a plan for the location of your power receiving devices (a draft power supply diagram - you can order the simplest and most inexpensive project from any organization). It is worth noting that not all network organizations require a power supply project, so the need for its preparation must be clarified when submitting an application for technological connection;
  • copies of documents that confirm ownership of the house and land;
  • power of attorney for the representative, if the application for connection to the electrical networks is submitted by the representative.

Requirements from the network organization to provide any other documents - illegal.

3. After this, the network organization will issue technical conditions that must be fulfilled by the consumer within the boundaries of his site. The validity period of the technical conditions for the applicant cannot be less than 2 years.

4. At his site, the consumer carries out the work provided for by the technical conditions independently. All work up to the consumer site (construction of power lines, etc.) is performed by the network organization!!!

5. After the consumer and the network organization have fulfilled the technical conditions, representatives of the network organization carry out an inspection and actual connection to the power grid.

6. Cost of technological connection (amount of payment for technological connection). If the distance from the boundaries of the consumer’s property to the nearest electrical networks of the network organization is less than 300 m for the city and less than 500 m for the village, then the cost of connecting electricity to the house (the price of connecting to the electrical networks) cannot be above 550 rubles for 15 kW connected capacity - or no more than 550 rubles per connection. (power can be calculated using data on the consumption of electrical appliances, which is posted on the portal pages). If the distance is greater than specified, then the cost of connecting to electrical networks is calculated on the basis of the tariff, which is established by the local executive authority in the field of state regulation of tariffs (Regional Tariff Service or Regional Energy Commission).

7. The period of connection to electrical networks should not exceed:

  • 6 months if the electrical networks of the network organization are located more than 300 m from the border of the applicant’s property (for a city) or 500 m for a village
  • 1 year if the electrical networks of the network organization are located further than the above distance.

8. After completing the procedure for technological connection (connection to electrical networks), the network organization draws up and transfers to the consumer an act of delimitation of the balance sheet ownership of the parties and the operational responsibilities of the parties and an act of technological connection. All these documents are issued for free.

Now we propose to consider the case when it is necessary connect electricity to the dacha.

If you are a member of a horticultural non-profit partnership and the members of the horticultural partnership at the general meeting decided that the members of SNT express a desire for “dacha electricity” to exist in SNT, i.e. make a decision to connect SNT to electricity, then the authorized representative from SNT, in the interests of SNT members, carries out the following actions:

1. Submits the following documents for technological connection to electrical networks to the network company:

  • application for connection to electrical networks;
  • plan - diagram of the location of energy receiving devices of SNT members
  • copies of documents that confirm ownership of houses and plots of SNT members;
  • a copy of the decision of the general meeting of SNT members on the decision made to conclude an agreement on technological connection with the grid organization;
  • a copy of the SNT charter.

2. After this, the network organization will issue within 30 days draft technological connection agreement, technical conditions that must be fulfilled by the consumer within the boundaries of his site. The validity period of the technical conditions for the applicant cannot be less than 2 years.

3. If all the terms of the technological connection agreement comply with the norms of current legislation, then the chairman of the SNT signs it within 30 days and returns one copy to the network organization. If the contract does not comply with the norms, then it is necessary to send a reasoned refusal to sign it to the network organization, the network organization within 5 days must correct the comments.

4. After signing the agreement, SNT carries out the implementation of technical conditions (construction at the expense of SNT members on its territory of power lines, transformer substation, etc.), and the network company organizes implementation to the borders of SNT.

5. How much does it cost to connect electricity to SNT. The tariff for technological connection for SNT is no more than 550 rubles for connecting one section, provided that each member needs to connect no more than 15 kW. However, for each member of the SNT, the cost of connecting to the power grid will be increased by the amount of the cost of building a power line within the SNT (the network company is not obliged to build it).

6. The period of technological connection should be no more than:

  • 6 months, if the total connected power of all members of the SNT is no more than 100 kW and the distance from the borders of the SNT to the objects of the network organization does not exceed 300 m for the city and 500 m for the countryside;
  • no more than 1 year, if the above conditions are not met and the total connected power does not exceed 750 kVA;
  • no more than 2 years if the total connected power exceeds 750 kVA. In this case, the investment program of the network organization may provide for other deadlines for completing the technological connection, but not more than 4 years.

7. After completing the procedure for technological connection (connection to electrical networks), the network organization draws up and transfers to the consumer an act of delimitation of the balance sheet ownership of the parties and the operational responsibilities of the parties and an act of technological connection. All these documents are issued for free.

Important!
If the SNT members at the general meeting of the SNT members do not make a decision on connecting dachas to the power grid or a compromise cannot be reached between the SNT members on the issues of connection and the cost of building a power line within the SNT, then the dacha owner can connect electricity to the dacha independently. In this case, he must act in accordance with the procedure described above, as for cases of connecting electricity to the house.

So, this article provides a list of necessary actions, as well as information about the payment for electricity, methods of connecting to electricity for consumers who want to connect their house, cottage, plot to electricity, i.e. carry out activities that some people incorrectly call “connecting to electricity” or “installing electricity”.

Work on connecting the cable from the power line pole to the input distribution box at the house should be carried out by a specialized organization: this is too sensitive an area. However, you need to decide on the input method - overhead or underground - as well as the type of cable and its cross-section. So you will have to figure out how you can connect electricity from the pole to the house and choose your option.

Electrical supply by air

The air supply method is attractive because it does not require a lot of time and money. But the standards set requirements that not all houses meet:

Although copper wires require a smaller diameter, they cost significantly more than aluminum wires. Therefore, the introduction of electricity into the house from a pole is most often made from cables with aluminum conductors. There are two ways:

  1. Stretch a torso or wire between the posts and attach a current-carrying cable to it with special clamps.
  2. Use self-supporting wires for which support is not needed: SIP (self-supporting insulated wire). It is connected using:
    • insulators (glass, polymer, porcelain);
    • special fittings.

Special fittings appeared not so long ago, but are becoming increasingly popular. It has a certain margin of safety. If it is exceeded (falling trees, massive snow melting, etc.), the fittings are destroyed, but the cable remains intact and the power supply is not disrupted.

From the place where the input cable touches the wooden wall of the house to the place where the shield is installed, the cable must be laid in a steel pipe

Air supply of electricity to the house also has disadvantages:

  • The electrical wiring is exposed, which can cause damage.
  • Hanging wires limit the possibilities for accessing large equipment (truck cranes, aerial platforms, etc.).

Underground (trench) electricity input

Another way to introduce electricity into a wooden house is underground, through a trench.

In this case, the cable is lowered along a pole inside a steel pipe; its height must be at least 2 m from the ground level. Then, from the pillar to the entrance to the house, a trench is dug. Its depth:

  • 0.7 meters, when laying the cable in a plastic or asbestos pipe or under the protection of a brick (concrete) slab
  • 1 m - without protection.

The power cable also enters the house in a metal pipe. It can be passed through the foundation (strip), but not under it. The second option is to raise the pipe along the wall by at least 2 meters, and at this height pass it through the wall, also in a metal pipe.

When connecting underground to a pole, it is recommended to use a power cable with copper conductors in reinforced insulation, preferably armored. With a power consumption of less than 15 kW, there are no restrictions on the cross-section of copper conductors, but most often they use a VBBShV cable with a conductor of 10 square millimeters.

All this work - right down to connecting power to the electric meter and sealing it - must be carried out by a special organization. Independent connection is prohibited, and even threatens with fines: an agreed project and a certain level of clearance are required. But you can choose the type of connection, and then do all the other work on installing electrical wiring in the house yourself.

Cable entry through a wooden house wall or foundation

If a self-supporting insulated wire or other conductor with aluminum conductors is laid from a pole to a wooden house, according to the PUE, it cannot be introduced into the house: “It is not allowed to lay cables with aluminum conductors on combustible structures.” A switch to copper is needed. Most often, VVGng cable is used for this purpose - in non-flammable insulation.

It must be remembered that terminal boxes are used to connect these two conductors; ordinary twisting is unacceptable. Directly connected copper and aluminum enter into an active chemical reaction, quickly and strongly oxidize, which worsens the contact. As a result, even with minor loads, a spark appears at the connection point, and this is a direct path to a fire. Therefore, the use of terminal boxes is mandatory. They are available in a sealed case, and some are open. For outdoor use, of course, sealed ones are better; you can also install open ones in the house.

But that's not all. The power cable can only be routed through a wooden wall through a thick-walled steel pipe. The diameter of the pipe must be at least 4 times the outer diameter of the wire. The wall thickness is standardized (SP 31-110-2003) and must be no less than:

  • 2.8 mm for a cable with a core cross-section of 4 sq. mm
  • 3.2 mm for cables with conductors 6-10 sq. mm.

It is advisable to position the entrance with a reverse slope so that water does not flow inside. To seal entry and exit points, as well as to ensure electrical safety, you can use asbestos, rubber or plastic plugs. The edges of the pipe will need to be carefully processed and sanded until completely smooth so that the cable does not fray and its sheath is not damaged.

To calm down and increase reliability, the section that will be inside the pipe can be wrapped with asbestos thread or other insulating material. It can also fill the space inside the pipe to prevent insects from settling there. Another option is to fill the pipe with cement or alabaster mortar.

When entering through the foundation, the situation is slightly different: the structure is no longer considered combustible, so plastic embeds can be used. They are installed at the manufacturing stage. In this case, the passage for the cable differs depending on whether the cable enters a wet or dry room.

The spare parts necessary for organizing the safe entry of electricians into the house do not cost very much, but significantly increase the reliability, electrical and fire safety of your home. The designs are quite simple; you can handle their construction with your own hands.

This article was written especially for you, that is, for those people who have wondered how to supply electricity to their site and connect their beloved and long-awaited house or cottage to the power grid. And in order to facilitate the process of obtaining all the necessary documents and permits, it will be enough to carefully read this material.

You will learn where to go and what documents you need to prepare. What to do and where to go in case of refusal. How much will it cost to connect electricity to the house and obtain all the necessary documents.

Summary.

Where to start and where to turn.

First, let's figure out where and why you have to go? In most cases, you will only have to contact two organizations. The first instance is the network organization, the second instance is the energy sales organization.

What is a network organization? This is an organization that balances and maintains the electrical networks to which you are going to connect. You will need to obtain technical specifications for power supply (TU) from them.

What is an energy sales organization? It is an organization that makes payments to the population and accepts payments for consumed electricity. Some call it "Energosbyt". You will need to enter into a power supply agreement with them. They will subsequently pay for electricity.

Next, you need to find out which electrical networks are located near your site, and which network organization they belong to. It is not difficult to do this; just walk along the line to the substation, on which the telephone number and name of the service organization should be written.

Example. Customer service center of one of the network organizations in Krasnoyarsk.

You can call this number and find out where you can go to apply for technological connection. As a rule, network organizations have a special department called a customer service center (CSC) and you will need to come to it to submit an application.

What documents need to be provided to obtain technical specifications.

Arriving at the CSC, you will need to fill out an application for technological connection to electrical networks (). To do this, you must have the following documents with you:

  • Applicant's passport
  • Certificate for land plot
  • Certificate for the house (if built)
  • Land plan (you can draw it yourself)

Please note that the network organization does not have the right to refuse you to conclude an agreement for technological connection and this is clearly stated in the Russian Government Decree No. 861 of December 27, 2004. (as amended by Decree of the Government of the Russian Federation dated April 21, 2009 N 334) it is said that:

“The grid organization is obliged to carry out technological connection measures in relation to any person who applies to it, provided that he complies with these Rules and has the technical possibility of technological connection.”

Application for technical It is better to write the accession in two copies and one copy with the date and signature of the person who accepted it must be left and kept with you. This is necessary in order to insure yourself against possible troubles associated with violation of the deadlines for issuing technical conditions for power supply.

According to the law, from the moment you submit your application to the delivery of technical information to you. conditions must not exceed 30 days. If this does not happen and they do not conclude an agreement with you and do not issue you any papers, which happens quite often, you can safely file a complaint against the network organization with the relevant authorities, stating that they do not comply and ignore the decree of the Russian government. To confirm this fact, you can provide a copy of your application.

Obtaining and fulfilling technical specifications.

30 days have passed and you have been given a technological connection agreement with technical conditions for power supply to your home. But before you sign anything, look to see if these papers contain unnecessary requirements for the applicant, that is, for you. Remember that you can prove that you are right in all these issues by referring to the same Resolution of the Government of the Russian Federation No. 861 of December 27, 2004. (as amended by Decree of the Government of the Russian Federation dated April 21, 2009 N 334).

Before signing a contract, check to see if there are any redundant requirements.

The first thing you should pay attention to is the requirement to complete an electrical supply project. But if the allocated power to connect your home does not exceed 15 kW, which is quite enough in most cases, then know that this is an excessive requirement and is not necessary to fulfill it.

The second point that you should pay attention to is the construction of the line to your home. So, for example, if the distance from the border of your site to the nearest connection point (substation or overhead power line 0.4 kV) is up to 300 meters in urban areas and up to 500 meters in rural areas, then all work on the construction of this line to the border of your site should perform network organization. Absolutely free and for a period of no more than 6 months.

The applicant must install the line from the border of his land plot (from the pole to the house) independently, at his own expense. The pole from which you are given a connection point must be located no further than 25 meters from the border of your land plot; if it is located further, then you have the right to demand that this line be completed so that the distance becomes less than or equal to 25 meters.

So, let’s say you have signed the documents and you have in your hands a contract for technological connection with technical conditions for power supply to the house. What should we do next? And then you need to fulfill the requirements for the applicant specified in the technical specifications, that is, proceed directly to electrical installation work to connect electricity to the house.

It doesn’t matter who will carry out the installation work to connect the house, you can do it on your own, if you have electrical installation experience, you can turn to us for help. There are two ways to connect your home to the power grid. By air using SIP or underground cable. The main thing is not to violate the requirements of the Technical Specifications and PUE.

Air entry.

The metering device must be installed at the boundary of the balance sheet section. In fact, this is a 0.4 kV overhead line support located on the border of your site, on which a metal shield is installed with a degree of protection from moisture of at least IP-54, with a window for taking readings. A circuit breaker and an electric meter are installed in the panel, and from this panel the SIP is extended to the house.

We have written a separate article on our website about how to properly enter a private home, which you can read by following the link ().

Electricity metering panel installed on a support located on the border of the site.

The cable connection to the house is underground.

Just as in the first option, the metering device must be installed at the boundary of the balance sheet, for example, on a support, 0.4 kV overhead line at the connection point. And then you can do the installation as you want, but only within your site, from the metering panel the cable can be laid in the ground across the site to the incoming electrical panel of the house.

Entering a private house underground. The cable comes from the electrical panel installed on the pole.

But if the connection point is located far from the border of the site, then it is better to install an additional support on your site and run the cable into the ground along it. This is done so that the cable running underground is within your site.

Registration of permits.

Call a representative.

After completing the specifications and completing the electrical installation work, you will need to go to the network organization and write an application to call a specialist (). They will agree on a date and time with you, and at the appointed time, a specialist will arrive on site, inspect the electrical installation, and if everything is satisfactory, install seals, draw up and issue an inspection report and approval for operation of the metering device.

  • Certificate of inspection and approval of the metering device;
  • The act of dividing the boundaries of balance sheet and operational ownership;
  • Certificate of fulfillment of technical conditions;
  • Electrical installation inspection (approval) certificate;

Conclusion of an agreement with energy sales.

To conclude an agreement for the use of electricity (electricity supply agreement), you must contact your local energy sales company. It is with them that you will subsequently pay for the electricity consumed. This step in connecting electricity to your home is the final one and can only be completed if you have already completed all the steps described above.

Central branch of "Krasnoyarskenergosbyt" on Dubrovinsky 43.

To do this, you need to send a letter to the director of Energosbyt about concluding a power supply agreement, attaching a package of documents to it.

List of documents required for concluding an agreement:

  • copies of the right to establish documents (a document for an electrical supply facility that determines the right of ownership of a premises or land plot);
  • a copy of the technological connection agreement;
  • a copy of the technical conditions for power supply and metering devices;
  • acts of delimitation of balance sheet ownership and operational responsibility of owners of electrical networks;
  • single-line diagram of power supply of an enterprise (facility);
  • a copy of the certificate of approval of the electrical installation for operation;
  • a copy of the certificate of registration with the tax authority;

Essentially, these are the same documents that were submitted to the network organization and documents issued by the network organization.

We draw your attention to the fact that the documents required for concluding an electricity supply contract, indicated in the list below, are indicative. The required list of documents is determined upon receipt of an application from the consumer to conclude an agreement based on the power supply diagram, as well as the type (type) of the agreement being concluded. Contract for energy supply of a residential building ().

After concluding the contract, the power sales company sends a letter to the network organization stating that voltage can be supplied. The network organization actually connects your site or home to the power grid by turning on the circuit breaker in the metering panel, or by connecting your wires on a support to the wires of a 0.4 kV overhead line. At this point, the process of connecting electricity to a private home can be considered resolved.

The cost of connecting electricity to a private home.

The cost of connecting to electricity depends on many factors. The main ones are the power that the applicant wants to receive, the distance of electrical networks from your site, as well as the costs of electrical installation work to fulfill the specifications.

Released power.

Depending on the region in which you decide to connect electricity, the cost is RUB. for 1 kW can range from 400 to 79,013 rubles. But if you requested a power of up to 15 kW, which is quite enough for a private home, then in this case you will only need to pay 550 rubles to the network organization for those. joining and not a ruble more.

Distance to power grids.

As already written above, if the distance from the border of your site to the nearest connection point (substation or overhead power line 0.4 kV) is at a distance of up to 300 meters in urban areas and up to 500 meters in rural areas, then all work on the construction of this line to the border of your The site must be completed by the network organization absolutely free of charge, and within no more than 6 months.

What if the electrical networks are located further than the specified distances? There are two options for the development of events here; you will be offered to build this line yourself at your own expense. Or they will offer you to receive technical specifications at an individual tariff, that is, the network organization will build a line to your site, but you will have to pay for these services. Construction time can take up to two years. Then everything depends on you, compare both options and choose the most profitable one.

The cost of performing specifications (if ordered from us).

The applicant must complete the specifications at his own expense, you can do it yourself, you can ask an electrician you know or call an electrician from some company, it doesn’t matter.

For example, some prices for performing specifications when connecting electricity to a private house in Krasnoyarsk are shown in the table below. We have the best price-quality ratio!

Prices for some types of work on connecting electricity to a private house (carrying out technical specifications) in Krasnoyarsk.

Qty. Price, rub.
Installation of SIP wire 2x16 meter 35
Installation of SIP wire 4x16 meter 45
Installation of a 220 V electric meter PC. 700
Installation of a 380 V electric meter PC. 900

You can also find out the cost of connection and get advice by calling the numbers listed on the page

In some network organizations, when issuing technical specifications, employees may try to impose the services of their familiar electricians who also work in this organization. They might push you a business card or give you a phone number and say that only these people can do the installation! Know that this is not legal and they are blatantly lying to you! Keep in mind that their prices will usually be 3.4 times higher than if you found an outside electrician.

Where to file a complaint in case of refusal.

If you are refused to conclude an agreement or are stalling for time, violating the deadlines established by law, you have the right to file a complaint with the relevant authorities.

To do this, you need to prepare a written claim for violation of the terms of the contract and send it to the electric grid company. You can hand it over personally to the office against the signature of the head (secretary) of the office on your copy of the claim. It is also possible by mail, but only with notification.

Please be aware that the claim must be sent specifically to the legal entity, and not to its structural unit - RES (electric network district). To do this, look at the preamble of the agreement; it must indicate the correct (full) name of this legal entity. At the end of the agreement, where the addresses and payment details of the parties are indicated, find the legal and postal addresses of the company. It is better to send the claim to the legal address (these addresses usually coincide).

In your complaint, state your demand to fulfill your obligations and your promise to forward your complaint to the Federal Antimonopoly Service (administration of the Federal Antimonopoly Service for your region) to hold the network company accountable. The claim should not include any demands that the network company refuse to connect. In the basis of the claim, it is enough to indicate articles of the Civil Code of the Russian Federation: 401 (grounds of liability for breach of obligation), 779 (general provisions on the contract for the provision of services). Also add a link to clause 16 of the Technological Connection Rules, approved by Decree of the Government of the Russian Federation dated December 27, 2004 No. 861 (it establishes the deadlines for the execution of the contract). In your claim, indicate the period within which the network company must fulfill its obligations to you.

Naturally, if they have not fulfilled their obligations within the period of 6 months established by law, then it is naive to believe that they will have time to complete all the work within a period of, for example, 1 month. But still, indicate a month period after which you can send your complaint to the Federal Antimonopoly Service to bring the network company to justice.

Video about how to connect electricity to a private house or plot.

You will learn what to do and where to go to get permission to connect electricity to a private home. This video provides practical advice from lawyers.

You can supply electricity to a site without buildings at any time convenient for you. But before you start connecting the lights, you will need to clarify the power of the devices that you will need for the full functioning of your home. In addition, it is important to accurately calculate the distance at which the electricity lines should be located relative to the building.

List of required papers

If you have decided to provide EE (electricity) to a plot of land, then you will first need to write a corresponding application, according to the established template. After filling it out, you need to contact the district power station (RES). There you will be given permission to connect electricity. To do this, in addition to the application, you will need to collect additional papers and make copies of them certified by a notary, among them:

  • Russian passport and identification code;
  • a certificate confirming the right of ownership of a plot of land;
  • other important papers for the site;
  • a design of a plot of land and electrical connections for a future home, which should indicate information about the connected electrical appliances and their power;
  • a document confirming permission to build a house on this site.

After collecting all the documentation, you will need to send it by registered mail, with an additional list of papers attached.

If one of the documents listed above is missing, the organization is obliged to notify you of this within 6 days after receiving the letter. In some situations, RES may require you to send additional originals of specific papers from the list. This is necessary for official confirmation of the specified data. The papers you send will be the basis for creating technical conditions, without which it will be impossible to connect the electrical equipment to the site. These documents must indicate the technical data for conducting electricity.

Once the conditions are met, you can begin connecting the electrical networks. It is important to consider that technical conditions must be approved no later than 2 years from the date of their creation.

In some cases, it may be impossible to bring light to an area without buildings. The reasons for this may be the specific technical conditions of the energy supply or too high power of the network indicators. If such moments are detected, the RES must notify you in writing. Moreover, you will not be able to change anything in this case.

Costs of connecting electrical energy to a land plot

To check the technical conditions you will need to pay about 500 rubles. Prices for bringing light to the site may vary. The exact cost can be determined after assessing the power of connected devices during operation.

If the power of the network connected to the land plot exceeds 15 kW, then the cost of connecting it will be about 600 rubles. Moreover, the work is carried out only if the electric gander is removed from the main power lines, no further than 0.3 km for urban areas, and no further than 0.5 km for rural areas.

If you need to create a new line, which, in turn, involves connecting the network over a long distance, then you will first need to obtain the appropriate permit from the local government.

It is important to understand that connecting EE outside the plot of land is the responsibility of the RES. At the same time, the work itself is carried out on the basis of the created project.

Connecting the power line on the site must be done by you yourself. All costs for installation and other work may vary in price. Its calculation is made on an individual basis.

A special feature of connecting electrical energy to a land plot is that all work is carried out in stages. Here it is important to comply with all technical conditions, and only after their official approval:

  1. connection of electrical energy to a land plot without construction;
  2. confirmation of serviceability of all electrical devices that will be operated as devices, controlled energy costs;
  3. drawing up a report on all work done;
  4. securing papers for EE connection with signatures.

After a positive decision is received from the distribution network regarding the possibility of connecting electricity, you can begin laying wires and distributing electrical power.

Principles of connecting EE to a house under construction on a plot of land

If you are planning to connect a single phase power line, then use copper or aluminum power cable.

The main condition for supplying electrical energy here is the reliable insulation of all electrical cables. The wiring must not be damaged in any way.

First, two wires are supplied under the power line supports, one of which will be the first phase, and the other will be zero.

The wires must be located safely relative to each other. If they are connected to a brick wall, then the distance should be 5 cm. If they are connected to a wooden wall, then the wires are placed 10 cm from each other.

The opening created in the wall for the cable exit must be closed with cement or concrete. Only then will it be possible to move on to connecting wires to a device that monitors EE consumption. The important thing here is to stick to the project.

What could be the consequences of independently connecting EE to a land plot?

Never install light on a plot of land yourself, that is, without obtaining the appropriate permits for such work.

This also applies to enhancing the power of an already installed power line or devices that control EE costs. Such actions are considered illegal, which means they may entail fines from the state.

If it is discovered that EE distribution and controlled devices have been installed illegally, they must be immediately dismantled. The law provides for the complete disconnection of a plot of land from electricity by distribution network workers.

The newly erected housing, industrial, and public buildings are connected to general electrical networks. The rules for technological connection are justified in the norms of government documents and explained in the guidelines. For ease of understanding, the connection process is divided into certain stages and sections.

The legal basis is the Law of the Russian Federation 35-FZ dated March 26, 2003 “On Electric Power Industry” or by Russian government decree 861 of December 27, 2004 on the rules for technological connection of receiving devices of consumers, electricity-producing facilities and other network business points to electrical networks. Control over the implementation of technological measures is assigned to the relevant executive committee bodies.

Permitted objects for technological connection

Regulatory documents define the following types of objects:

If the owner of an object changes, then in accordance with the procedure for technological connection reconnection to electrical networks is not performed. Any claims from the owner of the network to the new owner regarding the fee for repeating the procedure are illegal.

Regulatory terms of accession

A temporary connection for six months is carried out within 15 days if consumer points are located no further than 300 m from electrical lines. This includes production shops and law firms using a power of no more than 100 kW and individuals consuming no more than 15 kW. The maximum standard distance from the connection point in a village is 500 m, in urban areas - 300 m.

Connection for a year is made for facilities using power up to 750 kW. The terms of work are specified in the agreement for technological connection to electrical networks between the network owner and the consumer. For a period of more than two years they are connected production with a consumption of over 750 kW, for them the power grid can extend the connection for a maximum period of up to 4 years.

Selecting an electrical network for connection

Not far from the business object there may be several power lines, transformers and cable wires to which the consumer can connect. The owner of the building determines the electrical network with which it is convenient for him to work, while paying attention to the following factors:

  • the distance between the receiving device and the point of connection to the power source;
  • an indicator of electric current voltage in nearby networks.

The range is determined by a straight line from the border of the site to the electrical utility facility or network. In accordance with the rules of accession the owner of the building connects his equipment to a line of that class, which is included in his application. In case of connection to a more powerful network, the consumer carries out an expensive installation of a step-down transformer substation.

The owner of the site chooses a connection line if several electrical networks with equivalent connection indicators operate near his site. If the site is located further than 300 m from them, then the consumer can work with the nearest line.

The procedure for technological connection to electrical networks

The following steps have been developed for this:

Submitting an application by an individual

The document is drawn up in two copies and sent by letter to the network organization with notice or registered delivery, a list of attached papers is added to the envelope. For individuals consuming electricity for domestic purposes (up to 15 kW), the application must include the following information:

  • place of residence and address of the applicant;
  • the location of the building being prepared for connection and its address;
  • timing of commissioning of equipment requiring power supply, indicating the order of stages within the framework of the developed project;
  • technological justification for the required connection power and its maximum permissible indicators.

Application from production workshops and legal entities

In addition to the list of documents of individuals, the list of required papers attached to the application of entrepreneurs or legal entities contains four items:

  • name of the enterprise and details of the owner of the workshop, legal owners indicate the number in the Unified State Register of Legal Entities, individual private owners - the number in the Unified State Register of Legal Entities, registration period in the register;
  • the order of commissioning of equipment parts, indicating whether the production belongs to a certain reliability category, a power distribution schedule for all energy devices and instruments;
  • name and description of the planned activity indicating the type of future load;
  • proposal from the production owner on the payment procedure for the connection made by the network organization, request for installment plans.

Additional documents for the application

Electricity users of any category submit the following documents for the application:

  • diagram or drawing of connected equipment indicating the distance to the electrical line or transformer;
  • a schematic drawing of the user's private networks through which the equipment is connected to the networks;
  • technical indicators and characteristics of all installations connected to emergency response devices and devices;
  • copies of documents on the ownership of the consumer object;
  • a power of attorney with the seal and signature of a notary to conduct business by another person in the absence of the owner of the object.

Conclusion of an agreement

After the network administration receives the consumer’s application, the organization’s lawyer draws up an agreement and unilaterally gives it to the administration for signature. The completed document is sent to the applicant within fifteen days. At the same time, technical specifications are sent to individuals for domestic use up to 15 kW and to entrepreneurs for production up to 100 kW.

Other categories of users that do not fall into this category receive the specified documents within 30 days from the date of application. Having received the contract and having read all the points, the consumer signs the document and keeps one copy, the second one is sent to the network administration. The user expresses his disagreement with the text of the contract with a justified refusal with a requirement to correct the controversial points. The refusal is sent by registered mail with notification.

The administration of the network organization studies the applicant’s arguments and responds to him within 5 days, after which the future consumer gets a month to sign the contract or the formation of new claims. Failure to respond after the specified period will result in cancellation of the application. The contract defines important points and conditions:

  • a list of works that must be completed for the technological connection of the consumer and the network;
  • determination of the responsibility of the parties for violations of individual points of the document, standardized by law;
  • the measure of responsibility of the consumer and the owner of the network during operation, and the boundary of balance sheet ownership of the network;
  • calculation of the consumer connection fee, carried out taking into account the standards;
  • procedure for payment for work performed and method of payment.

The agreement becomes valid from the day it is received by the administration with the user’s signature. The consumer performs only the actions specified in the technical conditions; the administration has no right to force him to perform other manipulations. For example, the owner of a building may not sign agreements with third parties, for example, for drawing up a project or installing structures.

Connection fee

For consumers using power up to 15 kW, when using existing equipment, the connection price is 550 rubles of calculated power for each kilowatt, and the preparation of technical specifications is included in the amount received. Large and medium-sized businesses pay large sums for connection.

Members of non-profit partnerships Electricity is supplied using a common meter, and the fee for connecting to networks is taken based on the number of people multiplied by 550 rubles, provided that each citizen does not use more than 15 kW.

Other categories of consumers pay for connection services at tariffs determined by local services in accordance with state price regulation. The payment may include the creation of energy devices at standardized prices or standard rates approved by the Regional Energy Commission.

The owner of the building is given the opportunity to independently erect structures and extend networks at his request. In this case, he pays only for the required power; the act of technological connection is drawn up by the network organization after verification by specialists.

Cases of unauthorized connection to networks

Sometimes the consumer uses electricity without documentation and does not pay for the electricity used. Such violators are subject to serious fines provided for by law. The amount of financial sanctions is determined individually for each case. The main indicators for calculation are:

  • time of unauthorized use of electricity;
  • network bandwidth at the point of unauthorized connection.

This rule is equally relevant for the private sector and multi-storey buildings. The fine is determined in accordance with the current tariffs for this consumer category and taking into account the voltage class. The electricity consumption at the connection point, calculated on a daily basis, is taken into account, and the number of days of disruption is calculated.

Connection from pole to house

To make such a connection, the owner of the house applies to the administration of the network company with a request to issue permission to connect and use electricity according to the company’s terms. The network organization issues permission to connect independently, company specialists can perform such an insertion for a certain fee, but private owners in most cases do it themselves. The wiring is laid by air or hidden underground.

A common method is an air connection. Electricity is supplied through a cable that is attached to a supporting cable with clamps or reinforced wire is used. For a private building, it is important to use a cable with aluminum or steel conductors.

All standards and rules for connecting to electrical networks are described in SNiP, after studying which the user will make an underground or overhead connection from the pole to the house. After this, a control representative from the network organization is called, he draws up an acceptance certificate, and the use of electricity is considered legal.
